1. Approve the enclosed Procedure for determination of payment and its extreme sizes for pollution of the surrounding environment, placement of waste, other types of harmful effects and to enact it since January 1, 1993.

Before entry into force of the Procedure approved by this Resolution the standard rates of payment for pollution of the surrounding environment established by the Resolution of Council of Ministers of RSFSR of January 9, 1991 No. 13 using to them the fivefold raising coefficient are effective, and sources of payments for the specified pollution are determined according to the Order of the Government of the Russian Federation of August 5, 1992 No. 552.

2. To the Ministry of Ecology and Natural Resources of the Russian Federation to develop with involvement of the State committee sanitarno - epidemiological surveillance, other interested ministries and departments, executive bodies of republics within the Russian Federation, edges, areas, the cities of Moscow and St. Petersburg, autonomous educations and in coordination with the Ministry of Economics of the Russian Federation and the Ministry of Finance of the Russian Federation to approve till November 1, 1992 basic standard rates of payment for emissions, dumpings of pollutants into the surrounding environment, placement of waste and other types of harmful effects, and also the coefficients considering ecological factors.

The Ministry of Ecology and Natural Resources of the Russian Federation in coordination with the Ministry of Economics of the Russian Federation and the Ministry of Finance of the Russian Federation can bring amendments in the specified standard rates of payment and coefficients in connection with change of ecological situation in certain regions and price level, and also in case of establishment of new types of pollutants and harmful effects on the surrounding environment.

3. To the Ministry of Ecology and Natural Resources of the Russian Federation, the Ministry of Economics of the Russian Federation, the Ministry of Finance of the Russian Federation to develop and provide by November 1, 1992 to the Government of the Russian Federation for approval of the offer on the maximum permissible amount of payment for pollution of the surrounding environment differentiated taking into account economic features of separate industries of the national economy.

4. Executive bodies of republics within the Russian Federation, edges, areas, cities of Moscow and St. Petersburg, autonomous educations:

a) with participation of territorial authorities of the Ministry of Ecology and Natural Resources of the Russian Federation establish tiered rates of payment for pollution of the surrounding environment based on the basic standard rates of payment approved according to Item 2 of this Resolution and coefficients considering ecological factors and also perform adjustment of the amount of payments of users of nature taking into account development of funds for accomplishment of nature protection actions and transfer of these means by them on account of the specified payments;

b) The subitem) item 4 is excluded according to the Order of the Government of the Russian Federation of 06.03.2012 No. 192

5. To the Ministry of Ecology and Natural Resources of the Russian Federation, the Ministry of Finance of the Russian Federation, the State Tax Administration of the Russian Federation with participation of the Central bank of the Russian Federation to approve in 1992 the regulating documents determining the mechanism of transfer by users of nature of payment for pollution of the surrounding environment and procedure for the direction of the specified means in the income of the republican budget of the Russian Federation and in off-budget ecological funds.

6. To the Ministry of Ecology and Natural Resources of the Russian Federation to develop in coordination with the Ministry of Economics of the Russian Federation and the Ministry of Finance of the Russian Federation and to approve instruktivno - methodical documents on collection of payment for pollution of the surrounding environment and the list of nature protection actions, costs for which accomplishment can be set off on account of payments.

Procedure for determination of payment and its extreme sizes for pollution of the surrounding environment, placement of waste, other types of harmful effects

1. This Procedure extends to the companies, organizations, the organizations, the foreign legal entities and physical persons performing the any kinds of activities in the territory of the Russian Federation connected with environmental management (users of nature are referred to as), and provides collection of payment for the following types of harmful effects on the surrounding environment:

emission in the atmosphere of pollutants from stationary and portable sources;

dumping of pollutants into superficial and underground water objects, including through centralized systems of water disposal;

placement of waste;

other types of harmful effects (noise, vibration, electromagnetic and radiative effects, etc.).

2. Two types of basic standard rates of payment are established:

a) for emissions, dumpings of pollutants, placement of waste, other types of harmful effects within admissible standard rates;

b) for emissions, dumpings of pollutants, placement of waste, other types of harmful effects within the set limits (temporarily approved standard rates).

Basic standard rates of payment are established on each ingredient of pollutant (withdrawal), type of harmful effects taking into account degree of their danger to the surrounding environment and health of the population.

For certain regions and basins of the rivers the coefficients to basic standard rates of payment considering ecological factors are established - prirodno - climatic features of the territories, the importance natural and it is social - cultural objects.

Tiered rates of payment are determined by multiplication of basic standard rates of payment by the coefficients considering ecological factors.
