The government of the Kyrgyz Republic decides:

1. Approve enclosed:

- Traffic regulations;

- Basic provisions according to the admission of vehicles to operation and obligation of service employees on traffic safety control.

2. Determine that these rules and Basic provisions become effective since September 1, 1999.

3. Ceased to be valid according to the Order of the Government of the Kyrgyz Republic of 25.12.2017 No. 833

4. Publish this resolution in mass media in statement.

Traffic regulations

Rules are intended for all participants of traffic

The main document regulating in the territory of the Kyrgyz Republic traffic taking into account the international standards.

Conventions on traffic and on route signs and signals, requirements of state standards

1. General provisions

1.1. Traffic regulations * the Kyrgyz Republic (further - Rules) - complex expression of behavior on roads of participants of traffic, developed on the basis of long-term practice in the most characteristic road situations.

The purpose of Rules is - establishment of single procedure in use of roads by the land transport and other participants of traffic.

Basis of Rules constitute the right:

on life and health of the person;

on safety of complex of roads, vehicles and material values;

on providing ecological safety of the state;

on control of observance of requirements Governed participants of traffic.

These rules establish single procedure for traffic, relation between his members and the authorized staff of law-enforcement bodies performing special control, supervising and allowing functions in the field of safety control of traffic in all territory of the Kyrgyz Republic. Other regulations concerning traffic shall be based on requirements of these rules and not contradict them if other is not provided by the international treaties which came in the procedure established by the law into force which participant is the Kyrgyz Republic.

1.2. In Rules the following basic concepts and terms are used:

"Highway" - is expensive to high handling capacity, intended for high-speed movement of vehicles, having at least two driving lanes for each direction, separated from each other by lane line (in case of its absence - road barrier), without intersection at grades with other roads, railway or tramroads, pedestrian or bicycle lanes, designated by sign 5.1 (**).

"Emergency situation" - the situation arising in the course of traffic in case of which action or failure to act of participants of movement creates threat of emergence of the road accident.

"Road train" - the motorized vehicle linked to trail car (trail cars).

"Traffic safety" - the traffic condition reflecting degree of security of his participants and the state from the road accidents and their effects.

"The safe distance" - distance to the vehicle moving ahead on the same strip which in case of its sudden braking or stop will allow the transport driver, moving behind to avoid collision without emergency braking.

"Safe interval" - distance between side parts of moving vehicles or between them and other objects in case of which traffic safety is ensured.

"Safety speed" - the speed at which the driver has opportunity safely to manage the vehicle and to control its movement in specific road conditions.

"Towage" - movement by one vehicle of other vehicle which does not belong to exploitation of transport structures, on tough or flexible hitch or method of partial loading on platform or special basic adaptation.

"Bicycle" - the vehicle, except wheelchairs, having two wheels or more and set in motion by the muscular strength of the people who are on it.

"Visibility" - the maximum distance at which from driver's seat it is possible to recognize accurately borders of elements of the road and arrangement of participants of movement that allows the driver to be guided during vehicle control, in particular for the choice of safety speed and implementation of safe maneuver.

"Driver" - person managing any vehicle, the driver conducting on the road of pack, riding animals or herd. To the driver it is equated training to driving.

"Forced stop" - traffic congestion of the vehicle because of its materiel failure or danger created by the transported load, condition of the driver (passenger) or emergence of obstacle in the road.

"Vehicle owner" - the organization, being the legal entity on whose balance the vehicle, or the physical person having the property right to the vehicle consists.

"Main road" - the road designated by signs 2.1, 2.3.1-2.3.7 or 5. 1, in relation to crossed (adjoining) or paved road (asfalto-and tsementobeton, stone materials and so forth) in relation to soil, or any road in relation to departures from the adjacent territories. Availability on minor road right in front of the intersection of the site with covering does not do it equal on value with crossed.

"Horse drawn wagon (sledge)" - the vehicle set in motion the put animals.

"Mountain roads" - the roads differing from flat in the technical characteristics influencing traffic security: considerable height above sea level, availability of more heavy grades, small turning radiuss, serpentine, small extent of level sections, possibility of blockages, washouts, rockfalls, descent of avalanches, availability of the breaks adjacent to the road, etc.; specifics of fast changing of weather conditions (rain, snow, mudflow, fog, etc.).

"Cargo vehicle" - the car which on the design and the equipment is intended for carriage of goods.

"Service employees" - persons, it is permanent, temporary or on special power performing or given in the procedure established by the law administrative authority concerning persons which are not from them job dependency, and equally in persons performing organizational and administrative or administrative functions in state bodies.

"Road" - the strip of the earth equipped or adapted and used for movement of vehicles or the surface of artificial feature. The road includes one or several carriageways, and also tramroads, sidewalks, roadsides and lane lines, in case of their availability.

"Road accident" - the event arising in the course of movement on the road of the vehicle and with its participation with which people died or are wounded vehicles, load, constructions are damaged or material damage is caused.

"Traffic" - set of the public relations arising in the course of movement of people and loads by means of vehicles or without those within roads.

"Road situation" - set of the factors which are characterized by road conditions, availability of obstacles in certain road stretch, intensity and level of the organization of traffic (availability of road marking, route signs, the road equipment, traffic lights and their condition) which the driver in case of the choice of speed, driving lane and acceptances of vehicle control shall consider.

"Road conditions" - set of the factors characterizing (taking into account season, the period of days, the atmospheric phenomena, illumination of the road) visibility in driving direction, carriageway surface condition (purity, flatness, roughness, coupling), and also its width, size of biases on descents and rises, bends and curves, availability of sidewalks or roadsides, means of the organization of traffic and their condition.

"Railroad crossing" - crossing of the road with railway tracks at one level.

"Living area" - the territory in the settlement designated by signs 5.21 and 5.22.

"Artificial features" - the constructions arranged when crossing by roads of the rivers, ravines, ridges, roads and other obstacles, snow protection, antilandslide. The main artificial features on highways: bridges, overpasses, tunnels, platforms, pipes, drainage devices, galleries, retaining walls, etc.

"The region of the carriageway" - is determined by the line of marking, and in case of its absence - the conditional line passing on edge of road carpet and also in the place of adjunction of the carriageway to tramroads. In case of impossibility to determine edge of road carpet including on road conditions, the region of the carriageway is determined by the driver by edge of knurled strip.

"Extreme position on the carriageway" - vehicle provision at distance from the region of the carriageway to the middle of the carriageway or lane line which does not give the chance to the passing vehicle (including two-wheeled) to move even closer to the region of the carriageway, to the middle of the carriageway or lane line.

"Car" - the vehicle which permitted maximum mass does not exceed 3500 (three thousand five hundred) kg, number of seats in which, in addition to the driver's seat, does not exceed eight, on the design and the equipment intended for public conveyance and their baggage with providing necessary comfort and safety.

"Maneuvering" - start of motion, stop, the parking, turn (turn), evolution, braking and movement of the vehicle back run.

"The route vehicle" - the general use vehicle (the bus, the trolleybus, the tram, the share taxi) intended for transportation across roads of people and moving along the established route with the designated stopping points (stops).

"Bridge" - the construction intended for movement through the river, ravine and other obstacles which borders are the beginning and the end of flying constructions.

"Motorized vehicle" - the vehicle, except the moped, set in motion by the engine. The term extends also to any tractors and self-propelled machines.

"Moped" - two - or the three wheeled vehicle set in motion by the engine with working volume no more than 50 cubic cm and having the maximum constructive speed no more than 50 km/h. Bicycles with outboard engine, mokik and other vehicles with similar characteristics are equated to mopeds.

"Motorcycle" - the two-wheeled motorized vehicle with side trail car or without it. Are equated to motorcycles three - and the four-wheel motorized vehicles having weight in the equipped condition no more than 400 kg.

"Settlement" - the built-up territory on which entrances and departures with which are designated by signs 5.23. 1, 5.23. 2, 5.24. 1, 5.24. 2, 5.25, 5.26.

"Insufficient visibility" - visibility of the road less than 300 m in the conditions of fog, rain, snowfall and so forth, and also in twilight.

"Organized pedestrian column" - the group of the people jointly moving on the way to one direction designated according to Item 4.2 of Rules.

"Stop" - deliberate traffic congestion of the vehicle for a while up to 5 minutes, and also on bigger if it is necessary for landing or disembarkation of passengers or loading or unloading of the vehicle.

"Collapse" - sudden collapse from abrupt hillsides of boulders, stones, crushed stone and krupnooblomochny rocky soil.

"Overtaking" - the advancing of one or several moving vehicles on the road other vehicle connected with departure from the occupied strip, including with driving into the oncoming lane.

"Roadside" - the road element adjoining directly the carriageway flush with it, differing in type of covering or allocated by means of marking 1.2.1. "Limited visibility" - the visibility of the road in driving direction limited to geometrical parameters of the road, roadside engineering constructions, plantings and other objects, and also vehicles.

"Dangerous goods" - substances, products from them, waste of productive and other economic activity which owing to properties inherent in them can create in transit threat for life and human health, to do harm to the surrounding environment, to damage or destroy material values.

"Danger to movement" - the situation which arose in the course of traffic in case of which continuation of movement in the same direction and with the same speed creates threat of emergence of the road accident.

"Advancing" - movement of the vehicle with the speed exceeding the speed of the passing vehicles moving nearby on adjacent strips.

"The organization of traffic" - complex of organizational and technical actions and administrative actions for mission control on roads.

"Organized road convoy" - group of three and more motorized vehicles, the following directly one after another on the same strip with constantly included headlights accompanied by the head vehicle having special tsvetografichesky coloring with the switched-on flashing indicator of blue color or combination of indicators of blue and red colors.

"Dazzle" - physiological condition of the driver owing to impact of light on his sight when the driver objectively has no opportunity to find obstacle or to recognize borders of elements of the road at the minimum distance.

"Intersection" - the place of crossing, adjunction or branching of roads at one level limited to the imagined lines connecting respectively opposite, the most remote from the center of the intersection of the beginning of curves of carriageways. Departures from the adjacent territories are not considered as intersections.

"Pedestrian" - the person who is out of the vehicle on the road and not performing on it work. The persons moving in wheelchairs without engine, conducting the bicycle, the moped, the motorcycle carrying the sledge, the cart, the nursery or wheelchair are equated to pedestrians.

"Crosswalk" - the site of the carriageway designated by signs 5.19. 1, 5.19.2 and (or) marking 1.14. 1, 1.14.2 (***) and allocated for movement of pedestrians across the road. In the absence of marking width of the crosswalk is determined by distance between signs 5.16.1 and 5.16.2.

"Driving lane" - any of longitudinal strips of the carriageway designated or not designated by marking and having width sufficient for movement of cars in one row.

"Benefit (priority)" - the right to first-priority movement in the planned direction in relation to other participants of movement.

"The adjacent territory" - the territory directly adjacent to the road and not intended for end-to-end movement of vehicles (the yards, residential arrays, car parks, gas station, the companies and so forth).

"Trail car" - the vehicle which is not equipped with the engine and intended for movement in structure with the motorized vehicle. The term extends also to semitrailer trucks and pole trailers.

"Carriageway" - the road element intended for movement of trackless vehicles.

"Passenger" - person, except the driver, being in the vehicle (on him), and also person who enters the vehicle (sits down on it) or goes out of the vehicle (descends from it).

"Roads crossing" - node of highways in which merging roads are not interrupted also perhaps end-to-end movement on each of them.

"Evolution" - departure from the occupied strip or the occupied row with preserving initial driving direction.

"Air-cushion" - the device for deduction of the driver and passengers of the car on the places in case of the road accidents consisting of the special cover which is quickly filled by gas from cylinder or the generator of gas in case of hard braking of movement.

"Obstacle for movement" - any material object complicating or making impossible further movement on this strip of the carriageway or on all road width.

"Antiemergency congress" - the deadlock site adjoining the road, located in limits or at the end of descent, intended for forced stop of the vehicle in case of refusal of its braking devices by increase in tractive resistance (rise) in combination with congress surface charge friable material (sand, gravel).

"Overpass" - the engineering construction of bridge type over other expensive (railroad) in the place of their crossing providing movement on it at the different levels and giving the chance of congress on other road.

"Lane line" - structurally allocated road element dividing adjacent carriageways and not intended for movement or stop of trackless vehicles and pedestrians.

"The permitted maximum weight" - the mass of the equipped vehicle with load, the driver and passengers established by manufacturer as the most admissible. The amount of the permitted maximum mass of the vehicles which are part is accepted to the permitted maximum mass of structure of the vehicles that is linked and moving as single whole.
