Determine that Traffic regulations and Basic provisions according to the admission of vehicles to operation and obligation of service employees on traffic safety control approved by this resolution become effective since September 1, 1999, except for the paragraph of the sixth subitem 2.1.1. the specified Rules which becomes effective:
- for owners and (or) drivers of the vehicles registered in other states - since April 1, 2023;
- for the vehicles which are in property or in ownership of legal entities, including state bodies and local government bodies - since April 1, 2023;
- for owners and (or) drivers of the vehicles registered according to the legislation of the Kyrgyz Republic - since January 1, 2025.

1.1. Traffic regulations * the Kyrgyz Republic (further - Rules) - complex expression of behavior on roads of participants of traffic, developed on the basis of long-term practice in the most characteristic road situations.
The purpose of Rules is - establishment of single procedure in use of roads by the land transport and other participants of traffic.
Basis of Rules constitute the right:
on life and health of the person;
on safety of complex of roads, vehicles and material values;
on providing ecological safety of the state;

These rules establish single procedure for traffic, relation between his members and the authorized staff of law-enforcement bodies performing special control, supervising and allowing functions in the field of safety control of traffic in all territory of the Kyrgyz Republic. Other regulations concerning traffic shall be based on requirements of these rules and not contradict them if other is not provided by the international treaties which came in the procedure established by the law into force which participant is the Kyrgyz Republic.
1.2. In Rules the following basic concepts and terms are used:
"Highway" - is expensive to high handling capacity, intended for high-speed movement of vehicles, having at least two driving lanes for each direction, separated from each other by lane line (in case of its absence - road barrier), without intersection at grades with other roads, railway or tramroads, pedestrian or bicycle lanes, designated by sign 5.1 (**).
"Emergency situation" - the situation arising in the course of traffic in case of which action or failure to act of participants of movement creates threat of emergence of the road accident.
"Road train" - the motorized vehicle linked to trail car (trail cars).
"Traffic safety" - the traffic condition reflecting degree of security of his participants and the state from the road accidents and their effects.

"Driver" - person managing any vehicle, the driver conducting on the road of pack, riding animals or herd. To the driver it is equated training to driving.
"Forced stop" - traffic congestion of the vehicle because of its materiel failure or danger created by the transported load, condition of the driver (passenger) or emergence of obstacle in the road.
"Vehicle owner" - the organization, being the legal entity on whose balance the vehicle, or the physical person having the property right to the vehicle consists.
"Main road" - the road designated by signs 2.1, 2.3.1-2.3.7 or 5. 1, in relation to crossed (adjoining) or paved road (asfalto-and tsementobeton, stone materials and so forth) in relation to soil, or any road in relation to departures from the adjacent territories. "Road conditions" - set of the factors characterizing (taking into account season, the period of days, the atmospheric phenomena, illumination of the road) visibility in driving direction, carriageway surface condition (purity, flatness, roughness, coupling), and also its width, size of biases on descents and rises, bends and curves, availability of sidewalks or roadsides, means of the organization of traffic and their condition.
"Railroad crossing" - crossing of the road with railway tracks at one level.
"Living area" - the territory in the settlement designated by signs 5.21 and 5.22.
"Artificial features" - the constructions arranged when crossing by roads of the rivers, ravines, ridges, roads and other obstacles, snow protection, antilandslide.
