About approval of the Instruction about procedure for carrying out special monitoring of entrance tourism in the Republic of Belarus
In pursuance of the paragraph of the third item 4 of the resolution of Council of Ministers of the Republic of Belarus of August 18, 2008 No. 1183 "About special monitoring of entrance tourism in the Republic of Belarus and introduction of amendments to the resolution of Council of Ministers of the Republic of Belarus of December 21, 2007 No. 1796" the Ministry of Sport and tourism of the Republic of Belarus and the Ministry of Transport and Communications of the Republic of Belarus is DECIDED:
1. Approve the enclosed Instruction about procedure for carrying out special monitoring of entrance tourism in the Republic of Belarus.
2. This resolution becomes effective after its official publication.

1. The instruction about procedure for carrying out special monitoring of entrance tourism in the Republic of Belarus is developed in pursuance of the paragraph of the third item 4 of the resolution of Council of Ministers of the Republic of Belarus of August 18, 2008 No. 1183 "About special monitoring of entrance tourism in the Republic of Belarus and introduction of amendments to the resolution of Council of Ministers of the Republic of Belarus of December 21, 2007 No. 1796" (The national register of legal acts of the Republic of Belarus, 2008, No. 200, 5/28177) and determines procedure for carrying out special monitoring of entrance tourism in the Republic of Belarus (further special monitoring).
2. For the purposes of this Instruction foreign tourists are understood as the foreign citizens and persons without citizenship (except for constantly living in the Republic of Belarus) traveling within the territory of the Republic of Belarus during the period which is not exceeding 12 months in a row for the purpose of rest with business, cognitive and other purposes without occupation the labor, entrepreneurial, other revenue-producing activities paid and (or) making profit (income) from source in the Republic of Belarus, from the countries with which on Frontier there is no border control.
3. Special monitoring is carried out for data acquisition about the number of the foreign tourists visiting the territory of the Republic of Belarus, and amount of money, spent by them in this territory.
4. Special monitoring is carried out by selective inspection of foreign tourists in the form of questioning with use of questionnaires in form according to appendix once in three years within five days of every second week of the first month of every quarter (Thursday, Friday, Saturday, revival, Monday) within calendar year.
5. Carrying out special monitoring performs the republican unitary enterprise "National Tourism Agency" with participation of national association "Belarusian railroad", Transport inspection of the Ministry of Transport and Communications of the Republic of Belarus, the aviation organizations subordinated to the Ministry of Transport and Communications of the Republic of Belarus.
6. Republican unitary enterprise "National Tourism Agency":
provides production of forms of questionnaires;
transfers forms of questionnaires to the organizations specified in Item 5 of this Instruction no later than 15 days prior to carrying out special monitoring;
participates in distribution and collection of questionnaires;
will organize processing of the completed questionnaires.
7. In case of selective inspection distribution of questionnaires and collection of the completed questionnaires is performed:
7.1. in the passenger trains plying in the international message - conductors of cars;
7.2. in the aircrafts which are carrying out the international flights, stewards;
7.3. in the buses which are carrying out the international motor transportations of passengers in the regular message:
7.3.1. distribution - employees of the republican unitary enterprise "National Tourism Agency" on passenger terminals;
7.3.2. collection - employees of Transport inspection of the Ministry of Transport and Communications of the Republic of Belarus at road check points through Frontier of the Republic of Belarus;
7.4. in cars at road check points through Frontier of the Republic of Belarus - employees of the republican unitary enterprise "National Tourism Agency" with assistance of employees of Transport inspection of the Ministry of Transport and Communications of the Republic of Belarus.
8. Person performing distribution of questionnaires explains to foreign tourists the purpose and procedure for filling of questionnaires.
Filling of the questionnaire is made by the foreign tourist on the principles of voluntariness and anonymity.
9. Person performing collection of the completed questionnaires:
checks completeness of filling of the questionnaire in the presence of the foreign tourist;
has no right to make corrections to the completed questionnaires and to disclose information containing in them.
10. The completed questionnaires are transferred to the republican unitary enterprise "National Tourism Agency" for the subsequent processing of the obtained data.
11. By results of processing of the completed questionnaires the republican unitary enterprise "National Tourism Agency" represents to Department on tourism of the Ministry of Sport and tourism of the Republic of Belarus summary information on indicators and tendencies of development of entrance tourism in the Republic of Belarus.
12. The department on tourism of the Ministry of Sport and tourism of the Republic of Belarus approves the received results of special monitoring of entrance tourism.
The approved results of special monitoring of entrance tourism are valid within three years.
