1. Approve "Provision of the Research Center for high technologies" it (is applied).

2. Approve the number of staff of the Research Center for high technologies in 23 units.

3. This resolution becomes effective from the date of signing.

Provision of the Research Center for high technologies under the Ministry of Communications and Information Technologies of the Azerbaijan Republic

I. General provisions

1.1. The research Center for high technologies under the Ministry of Communications are also high technologies of the Azerbaijan Republic (further - the Center) is created by the resolution of the Cabinet of Ministers of the Azerbaijan Republic of September 23, 2008 No. 228 and is the research organization operating under the Ministry of Communications and Information Technologies of the Azerbaijan Republic (further - MSVT).

1.5. The center performs the activities according to the current and perspective working plans prepared in the procedure established by the legislation and approved by MSVT and at least once a year reports to MSVT.

II. Main objectives of activities of the Center

III. Main objectives and functions of the Center

3.1. According to main objectives of the activities the Center carries out the following tasks within the powers:

3.1.1. conducting scientific research in the field of high technologies;

3.1.2. creation and use of modern technologies for new materials and production;

3.1.3. ensuring theoretical and practical enhancement of the technologies created by the Center for their perspective development;

3.1.4. ensuring application in production of the new technologies created by the Center;

3.1.5. preparation and use of dominant technologies for development of telecommunication and information infrastructure of the republic;

3.1.6. preparation and development of the perspective technologies and products serving to improvement of welfare of people;

3.1.7. preparation and use of dominant technologies for environmental protection, developments of resources and energy inventories which will serve further development of society;

3.1.8. accomplishment of other tasks according to the legislation of the Azerbaijan Republic.

3.2. For accomplishment of the tasks the Center uses the following functions:

3.2.1. performs strategic planning of scientific, scientific and technical and innovative activities in the field of high technologies;

3.2.2. studies experience of the advanced countries in the field of high technologies;

3.2.3. studies the requirements existing in the field of high technologies and prepares on them relevant proposals;

3.2.4. prepares practical solutions for use of knowledge gained from theoretical researches and pilot testing in the field of high technologies;

3.2.5. holds scientific meetings, educational and methodical conferences, seminars, symposiums and meetings on the profile;

3.2.6. performs cooperation with other research organizations in the field of high technologies;

3.2.7. will organize use of results and achievements of researches on the directions of the activities according to the procedure of testing.
