The government of the Russian Federation decides:

1. Approve enclosed:

Regulations on conducting check of reliability of determination of estimated cost of construction, reconstruction, capital repairs of capital construction projects, works on preserving objects of cultural heritage (historical and cultural monuments) the people of the Russian Federation which financing is performed with attraction of financial resources of budgets of the budget system of the Russian Federation, means of the legal entities created by the Russian Federation, subjects of the Russian Federation, municipalities, legal entities, share of the Russian Federation, subjects of the Russian Federation which municipalities in the authorized (share) capital constitutes more than 50 percent;

changes which are made to acts of the Government of the Russian Federation of assessment of investment projects regarding efficiency of use of the funds of the federal budget allocated for the capital investments and about structure of Sections of the project documentation and requirements to their content.

2. Determine that:

a) the positive conclusion of state examination of the project documentation containing assessment of estimated cost of capital construction projects which construction is financed with attraction of financial resources of the federal budget (further - capital construction projects) prepared before entry into force of this resolution according to the order of the Government of the Russian Federation of March 5, 2007 No. 145 "About procedure for the organization and conducting state examination of the project documentation and results of engineering researches" is considered as the positive conclusion about reliability of determination of estimated cost of capital construction project;

b) ceased to be valid;

c) ceased to be valid;

d) ceased to be valid;

e) the executive body of the subject of the Russian Federation authorized on conducting state examination of the project documentation and results of engineering researches - the federal city of Moscow or public institution subordinated to this body performs reliability of determination of estimated cost:

constructions, reconstruction, modernization (if such rearmament is connected with construction or reconstruction of capital construction project) and capital repairs specified in Item 8 of part 1 and part 2 of article 48.1 of the Town-planning code of the Russian Federation of capital construction projects which are supposed to be placed in the territory of the federal city of Moscow without attraction of financial resources of the federal budget, and also specified in Item 8 of part 1 and part 2 of article 48.1 of the Town-planning code of the Russian Federation of capital construction projects of state-owned property of subjects of the Russian Federation or municipal property, construction, reconstruction modernization (if such rearmament is connected with construction or reconstruction of capital construction project) and which capital repairs are supposed to be performed in the territory of the federal city of Moscow and on joint financing of the capital investments in which of the federal budget subsidies are provided to budgets of subjects of the Russian Federation (including for the purpose of provision of subsidies to local budgets on joint financing of the capital investments in objects of municipal property);

works on preserving objects of cultural heritage (historical and cultural monuments) the people of the Russian Federation (further - objects of cultural heritage) which are the capital construction projects specified in Item 8 of part 1 and part 2 of article 48.1 of the Town-planning code of the Russian Federation, and being in the territory of the federal city of Moscow which are performed without attraction of financial resources of the federal budget, and also the objects of cultural heritage which are the capital construction projects specified in the Item 8 of part 1 and part 2 of article 48.1 of the Town-planning code of the Russian Federation, state-owned property of subjects of the Russian Federation or municipal property which are in the territory of the federal city of Moscow on which joint financing of works on preserving from the federal budget subsidies are provided to budgets of subjects of the Russian Federation (including for the purpose of provision of subsidies to local budgets on joint financing of the capital investments in objects of municipal property).

3. To the Ministry of Regional Development of the Russian Federation:
