1. Approve Regulations on the Ministry of information of the Republic of Belarus it (is applied).

2. Ceased to be valid

2-1. Determine:

the list of the organizations subordinated to the Ministry of information according to appendix 1;

the list of economic societies, shares (share in authorized fund) of which belong to the Republic of Belarus and are transferred to the control to the Ministry of information, according to appendix 2.

3. Declare invalid the resolution of the Cabinet of Ministers of the Republic of Belarus of June 14, 1996 No. 394 "About approval of the Regulations on the State committee of the Republic of Belarus on seal" (Collection of presidential decrees and resolutions of the Cabinet of Ministers of the Republic of Belarus, 1996, No. 18, the Art. 433).

Regulations on the Ministry of information of the Republic of Belarus

1. The ministry of information of the Republic of Belarus (further – Mininform) is republican state body and submits to Council of Ministers of the Republic of Belarus.

Mininform is a part of the system:

the organizations subordinated to Mininform, specified in appendix 1 to the resolution which approved this Provision (further – the subordinate organizations);

economic societies, shares (shares in authorized funds) of which belong to the Republic of Belarus and are transferred to the control Mininforma, specified in appendix 2 to the resolution which approved this Provision.

Mininform's structure includes managements, departments, sectors.

In Mininform for the purpose of ensuring its activities and maintenance other structural divisions are created, as a rule.

2. Mininform in the activities is guided by the Constitution of the Republic of Belarus, other acts of the legislation, including this Provision.

3. The main objectives of Mininform are:

realization of state policy in the sphere of mass information, publishing, printing activities, activities for distribution of printing editions and products of mass media, regulation, management and coordination of activities of other republican state bodies, local executive and administrative organs in this sphere;

development and implementation of the actions directed to reforming, dynamic development of economy in the sphere of mass information, publishing, printing activities, activities for distribution of printing editions and products of mass media;

carrying out on the basis of international treaties of coordinated policy with relevant organs of the State Parties of the Commonwealth of Independent States, the Eurasian Economic Union in the sphere of mass information, publishing, printing activities, activities for distribution of printing editions and products of mass media;

the organization and development of international cooperation in the sphere of mass information, publishing, printing activities, activities for distribution of printing editions and products of mass media;

forming of culture of mass information, strengthening of legal and professional basis of activities of the mass media, organizations and individual entrepreneurs performing publishing and printing activities, activities for distribution of printing editions and products of mass media;

enhancement of management system in the sphere of mass information, publishing, printing activities, activities for distribution of printing editions and products of mass media;

development according to the legislation of investment projects and their realization.

4. Mininform according to the tasks assigned to him:

performs state registration (re-registration) of mass media, publishers, manufacturers and distributors of printing editions, and also licensing of printing activities and activities in the field of broadcasting;

keeps the State register of mass media, the State register of distributors of products of printing mass media, the State register of distributors of products of television and broadcasting mass media and the State register of publishers, manufacturers and distributors of printing editions;

determines procedure for maintaining the State register of mass media, the State register of distributors of products of printing mass media, the State register of distributors of products of television and broadcasting mass media and the State register of publishers, manufacturers and distributors of printing editions, and also structure of the data included in them;

performs monitoring of mass information;

will organize carrying out monitorings of observance of the declared creative concepts of broadcasting of TV and radio programs;

carries out expertize of products of foreign mass media regarding compliance to requirements of the legislation;
