About approval of the Instruction about procedure for accomplishment of geodetic and cartographic works of the state appointment

Based on article 14 of the Law of the Republic of Belarus of July 14, 2008 "About geodetic and cartographic activities" and subitem 5.1 of Item 5 of the Regulations on the State committee on property of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 29, 2006 No. 958 "Questions of the State committee on property of the Republic of Belarus", the State committee on property of the Republic of Belarus DECIDES:

1. Approve the enclosed Instruction about procedure for accomplishment of geodetic and cartographic works of the state appointment.

1-1. Determine that the state specialized organizations subordinated to the State committee on property of the Republic of Belarus perform the following geodetic and cartographic works of the state appointment:

1-1.1. land republican unitary enterprise "Belgeodeziya":

creation, development and maintenance in urgent condition of the state geodetic and leveling networks, high-precision state gravimetric network, geodetic and leveling networks of condensation in settlements which density and accuracy provide creation and updating of the state topographic maps and plans, the solution of nation-wide, cross-industry tasks;

creation, updating and the edition of the state topographic maps and plans of settlements in graphical, digital and other forms, the accuracy and which content provide the solution of nation-wide, cross-industry tasks;

processing of materials of remote sensing of Earth (space pictures) for the purpose of ensuring geodetic and cartographic works, except for geodetic and cartographic works in case of engineering researches, and also production on the basis of these materials of geodetic and cartographic products;

geodynamic researches based on geodetic and space measurements;

geodetic and cartographic support of delimitation, demarcation and check of passing of the line of Frontier of the Republic of Belarus, borders of administrative-territorial and territorial units of the Republic of Belarus;

designing, creation and edition all-geographical (topographical, survey and topographical) and thematic (political, administrative), including special (scientific and help), maps, plans and atlases;

shooting of bottom of lakes and water storage basins;

geodetic support of navigation, including creation, functioning and development of the Belarusian satellite system of exact positioning, forming and provision of information to owners of navigation resources obtained with use of the Belarusian satellite system of exact positioning;

topographical ensuring navigation, including creation and updating of the state navigation charts;

creation and maintaining the state geographical information system;

normalization of names of geographical objects;

project development of technical regulatory legal acts in the field of geodetic and cartographic activities;

accomplishment of research, developmental works and implementation of modern technologies for the directions specified in part one of article 8 of the Law of the Republic of Belarus "About geodetic and cartographic activities";

1-1.2. republican unitary enterprise "Belkartografiya":

designing, creation and edition of educational cartographic editions, including education cartographic guidances;

designing, creation and edition all-geographical (topographical, survey and topographical) and thematic (political, administrative), including special (scientific and help), maps, plans and atlases;

creation and maintaining the state geographical information system;

project development of technical regulatory legal acts in the field of geodetic and cartographic activities;

accomplishment of research, developmental works and implementation of modern technologies for the directions specified in part one of article 8 of the Law of the Republic of Belarus "About geodetic and cartographic activities";

1-1.3. the republican unitary enterprise "Design Institute Belgiprozem" and its affiliated enterprises - geodetic and cartographic support of check of passing of the line of borders of administrative-territorial and territorial units of the Republic of Belarus;

1-1.4. republican affiliated aero photogeodetic unitary enterprise "BELPSKHAGI":

remote sensing of Earth and processing of materials of remote sensing of Earth (aerial photographs) for the purpose of ensuring geodetic and cartographic works, except for geodetic and cartographic works in case of engineering researches;

creation and maintaining the state geographical information system;

project development of technical regulatory legal acts in the field of geodetic and cartographic activities;

accomplishment of research, developmental works and implementation of modern technologies for the directions specified in part one of article 8 of the Law of the Republic of Belarus "About geodetic and cartographic activities".

1-1.5.  No. 7 is excluded according to the Resolution of the State committee on property of the Republic of Belarus of 14.02.2014

2. This resolution becomes effective since March 29, 2009.
