About melioration and irrigation
This Law establishes the legal basis of activities in the field of melioration and irrigation.
In this Law the following basic concepts are used:
melioration - radical improvement of lands by holding hydrotechnical, kulturtekhnichesky, chemical, agricultural forest melioration, agrotechnical and other actions;
irrigation (irrigation) - water supply on crops on lands with shortage of natural water by holding technical and other actions;
the reclaimed (reclaimed) lands - lands which fertility improves (improved) as a result of implementation of meliorative actions;
the irrigated lands - the lands provided with irrigational systems and constructions for the purpose of irrigation;
meliorative systems - complexes of the interconnected hydraulic engineering and other constructions and devices (channels, collectors, pipelines, water storage basins, dikes, pumping points, water intakes, other constructions and devices on the reclaimed lands) providing creation of the optimum water, salt, air, thermal and nutritious modes of soils on the reclaimed lands and also protective forest plantings;
irrigational (irrigating) systems - complexes of the hydraulic engineering and other constructions providing rise, giving, distribution of water from water objects, irrigation of plantings, and also protective forest plantings;
separately located hydraulic engineering constructions - the engineering constructions and devices which are not logging in meliorative and irrigational, providing water delivery to consumers, removal of excessive waters by means of meliorative systems, protection of soils against water erosion and landslides, protective forest plantings;
