According to part two of article 25.11 of the Federal law "About Procedure for Departure from the Russian Federation and Entry into the Russian Federation" Government of the Russian Federation decides:

Regulations on stay in the territory of the Russian Federation the foreign citizens and stateless persons arriving to the Russian Federation in the tourist purposes on the ferry boats having permissions to passenger traffic;

The list of ports through which entry into the Russian Federation of the foreign citizens and stateless persons arriving to the Russian Federation in the tourist purposes on the ferry boats having permissions to passenger traffic is allowed.

Regulations on stay in the territory of the Russian Federation the foreign citizens and stateless persons arriving to the Russian Federation in the tourist purposes on the ferry boats having permissions to passenger traffic

1. This Provision determines procedure for stay in the territory of the Russian Federation of the foreign citizens and stateless persons arriving to the Russian Federation in the tourist purposes on the ferry boats having permissions to passenger traffic.

2. In this Provision the following concepts are used:

"participants of tourist group" - foreign citizens and stateless persons - participants of the group tourist program prepared based on the agreement on rendering tourist services;

"ferry boat" - the vessel which is not cruise, making international carriages of the freights and (or) passengers including participating in the group tourist program and the having permission to passenger traffic;

"the group tourist program" - the schedule of finding of participants of tourist group during their stay in the territory of the Russian Federation (with indication of movement routes).

3. Participants of tourist group can be in the territory of the Russian Federation within 72 hours without visas in case of accommodation on the ferry boat or in other place determined in the group tourist program.

4. The captain of the ferry boat through the shipping agent represents to the authorities of the port in 72 hours prior to receipt of the vessel to the Russian port lists of the arriving passengers - participants of the group tourist program and the group tourist program.

5. The bases for permission of visa-free descent of the participant of tourist group to the coast are:

availability at the participant of tourist group of the valid identity document and recognized by the Russian Federation in this quality;

inclusion of the participant of tourist group in the lists specified in item 4 of this provision.

6. The participant of tourist group who does not have the visa can be only in the territory determined in the group tourist program.

Departure from the Russian Federation of participants of tourist group is performed based on the valid identity document and recognized by the Russian Federation in this quality, with use of the check point through frontier of the Russian Federation through which entry into the Russian Federation was performed.

7. The term of stay of the participant of tourist group in the territory of the Russian Federation without visa can be prolonged in case of ferry boat delay in connection with damage of the vessel, natural disaster or other force majeure circumstance, and also in case of impossibility of further participation of the participant of tourist group in the group tourist program because of the emergency treatment or serious illness.

Departure of such participant of tourist group from the Russian Federation other mode of transport or through other check point through frontier of the Russian Federation is performed based on the valid identity document and recognized by the Russian Federation in this quality, and visas if other procedure is not established by international treaties of the Russian Federation.

8. The participant of tourist group who broke the mode of stay in the Russian Federation set by this Provision bears responsibility in accordance with the legislation of the Russian Federation.
