For the purpose of accomplishment of the Law on quality in construction No. 721-XIII of February 2, 1996. (The official monitor of the Republic of Moldova, 1996, No. 25, the Art. 259), with subsequent changes and amendments, DECIDES: the Government

1. Approve Regulations on professional certification of the specialists performing activities in construction according to appendix.

2. In the Order of the Government No. 361 of June 25, 1996. "About quality assurance of construction" (The official monitor of the Republic of Moldova, 1996, No. 52-53, of the Art. 439) to make the following changes:

state Item 1 in the following edition: "Approve Regulations on verification of projects and production of construction works, technical expertize of projects and building constructions according to appendix";

to exclude item 4 and appendix No. 2.

Regulations on professional certification of the specialists performing the activities in construction

I. General provisions

1. The regulations on professional certification of the specialists performing the activities in construction (further - the Provision) establish general normative basis, procedure for the organization and conducting these activities for the purpose of providing the conditions of quality provided by the Law on quality in construction No. 721-XIII of February 2, 1996. (The official monitor of the Republic of Moldova, 1996, No. 25, the Art. 259), with subsequent changes and amendments.

2. Professional certification of the specialists performing the activities in construction is one of quality system components in construction and is carried out for the purpose of observance of regulations in construction and providing the following main requirements:

A - durability and stability;

B - safety in operation;

C - fire safety;

D - hygiene, safety for human health, recovery and environmental protection;

E - warm, waterproofing and energy saving;

F - protection against noise.

3. Certifications/recertifications are subject the specialists performing the activities in the field of designing, checking projects, the technical experts, heads of buildings responsible for test authority, heads in accomplishment of the specialized works and installation of equipment relating to construction, both specialists of construction laboratories and authors of estimates (further - specialists), constructions, responsible for quality, according to the obligations assigned to them according to the law.

Certification/recertification of the specialists specified in paragraph one of this Item is performed once in 5 years.
