About breeding case in livestock production of the Kyrgyz Republic

Article 1. The basic concepts applied in this Law

The state registration of breeding animals and breed herds - accounting of data on breeding animals and breed herds in the state book of breeding animals and the state breeding register for the purpose of identification, determination of origin and establishment of productivity of breeding animals and herds.

Subjects of breeding case - the physical persons and legal entities performing cultivation of breeding animals, production and use of breeding products (material) in the selection purposes and also rendering services in breeding case.

Authorized state body on management of breeding case - the state body of the executive authority in the field of management of breeding case determined by the Government of the Kyrgyz Republic.

Breeding case - system of the zootechnical, biologo-genetic and organizational and economic actions directed to preserving and high-quality improvement existing and removal of new breeds, types and lines of farm animals.

Breeding animal - the farm animal having documentary confirmed origin used for reproduction of certain breed and registered in the state book of breeding animals and the state breeding register.

Breed herd - the group of breeding animals having certain quantity of different sexual and age groupes of the farm animals meeting the standard requirements of this or that breed with which purposeful selection and breeding work is conducted.

Breeding (selection) kernel - the most valuable elite uterus which is used for repair of herd and are selected by results of individual bonitation taking into account origin and productivity of animals.

Genomic selection is genotyping of animals by means of deoxyribonucleic acid markers which allows to find correlations between options of genes and economic and useful signs and to purposefully conduct selection on identification and fixing of valuable signs of productive qualities of population.

Deoxyribonucleic acid markers are the polymorphic sign revealed by methods of molecular biology at the level of the nucleotide sequence of deoxyribonucleic acid for certain gene or for any other site of chromosome when comparing genotypes of different individuals, breeds, grades, lines.

Article 2. The purposes and tasks and the right to carrying out selection and breeding work in livestock production

1. The purposes of breeding case in livestock production are:

- conditioning for subjects of breeding case in the solution of questions of reproduction;

- cultivation of highly productive farm animals;

- preserving gene pool of breeding animals and implementation of modern technologies of selection.

2. Tasks of breeding case are:

- the organization of selection and breeding work in livestock production according to regulatory legal acts of the Kyrgyz Republic and this Law;

- conditioning for removal of new highly productive breeds, types, lines, families, preserving and enhancement of the existing gene pool of farm animals and birds in the Kyrgyz Republic;

- organization of registration, identification of animals and birds, maintaining breeding documentation and conducting examination of breeding products (material);

- registration of breeding animals and breed herds in the state book of breeding animals and the state breeding register;

- development of offers on measures of the state stimulation of breeding case, including on preserving gene pool of small and disappearing breeds of the farm animals useful to the selection purposes;

- coordination of international cooperation of the Kyrgyz Republic in the field of breeding case;

- implementation in practice of achievements of science in the field of breeding case, their promotion among subjects of breeding case;

- organization of work on creation and periodic approbation of the state breeding plants, farms, farms, peasant farms.

3. Breeding case in the Kyrgyz Republic is performed by subjects of breeding case.

4. The authorized state body on management of breeding case coordinates activities of subjects of breeding case.

6. Assignment and deprivation of the status of subjects of breeding case is performed according to the procedure, determined by the Government of the Kyrgyz Republic.

Article 3. Obligations of the subjects of breeding case having breeding animals

Subjects of breeding case shall:

- carry out selection and breeding work according to this Law and other regulatory legal acts of the Kyrgyz Republic regulating questions of breeding case;

- perform actions for removal of new highly productive breeds, types, lines and families of breeding animals;

- create conditions for preserving and enhancement of the existing gene pool of farm animals;

- register, identify breeding animals and birds, to keep breeding documentation and to carry out expertize of breeding products (material);

- carry out appraisal of quality of breeding animals and breeding products;

- participate in the organization of exhibitions, brood, reviews, auctions and tenders on realization of breeding animals and breeding products.

Article 4. Organization and carrying out breeding case in the state breeding companies

1. The organization and carrying out breeding case in the state breeding companies are performed according to this Law and according to the procedure, determined by the Government of the Kyrgyz Republic.

2. Financing of subjects of breeding case, developments of basic, applied scientific research, new technologies, tools and the equipment on breeding case, preparation and retraining of personnel in the field of breeding case is performed based on the state programs adopted in the procedure established by the legislation.
