About approval of the Government program of safety of flights in civil aviation of the Kyrgyz Republic

For the purpose of safety of flights in civil aviation of the Kyrgyz Republic the Government of the Kyrgyz Republic decides:

1. Approve the enclosed Government program of safety of flights in civil aviation of the Kyrgyz Republic (further the Program).

2. To provide to the Ministry of Transport and Communications of the Kyrgyz Republic accomplishment of the Program.

3. This Resolution becomes effective from the date of signing.

4. To impose control over the implementation of this Resolution on the Ministry of Transport and Communications of the Kyrgyz Republic.

The government program of safety of flights in civil aviation of the Kyrgyz Republic


Safety of flights of aircrafts of civil aviation represents condition of aviation transport system in case of which the risk of damnification to persons or causing damage to property is reduced to the level accepted by the state and is maintained at this or lower level by means of continuous process of identification of sources of danger and control of risk factors. In case of the solution of safety issues of flights of civil aviation change of amounts of transportations, updating of the park of aircrafts and change of generation of aviation specialists is considered.

The fact that the majority of incidents is caused by mistakes of the person, being the last link in chain of factors which lead to incident is conventional. Aviation incidents are often caused by organizational factors, but the majority of links in chain of the events and factors leading to accident give in to control.

After carrying out in-depth studies of tendencies of development of airborne transportations and the aviation industry the International Civil Aviation Organization (IKAO) came to conclusion that most in an efficient manner increases in safety of flights implementation of system approach to safety management of flights is. Entering of essential changes into the international standards, obligatory for execution, provided by Appendices 6, of 8, 11 and 14 to the Convention on international civil aviation (daleestandarta and recommended practice of ICAO) became result of these researches.

One of tasks of the state is establishment of acceptable level of safety of flights in case of operation of aircrafts, maintenance of aircrafts, servicing of air traffic and operation of airfields, and also adoption of the Government program of safety of flights (further - the Program) for the purpose of ensuring the specified safety level. Within implementation of such Program for operators of aircrafts, the airports, the organizations for maintenance of aircrafts and the organization for servicing of air traffic requirements to introduction of safety management systems of flights, acceptable for the state, on purpose are established:

- risk identifications for safety of flights;

- ensuring acceptance of the corrective actions necessary for maintenance of acceptable level of safety of flights;

- carrying out permanent monitoring and regular assessment of the provided level of safety of flights;

- permanent increase in general level of safety of flights.

Within safety management system of flights international standards provide need of accurate determination of hierarchy of responsibility for safety issues of flights for airlines and the organizations, including direct responsibility for safety of flights from management of airlines.

The program determines the strategic objectives directed to essential increase in level of safety of flights and achievement of the level of safety of flights, acceptable for the state. It provides the obligatory analysis of results of investigation of aviation incidents and incidents with aircrafts of civil aviation, and also for the long period and is directed identification of shortcomings of work of aviation and transport system to prevention of aviation incidents.
