1. Approve:
The regulations on the National commission of Belarus on radiation protection under Council of Ministers of the Republic of Belarus (are applied);
2. Declare invalid Item 2 of the resolution of Council of Ministers of the Republic of Belarus of December 14, 2001 No. 1799 "About formation of the National commission of Belarus on radiation protection under Council of Ministers of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2002, No. 1, 5/9610).
3. This resolution becomes effective since May 15, 2009.

1. The national commission of Belarus on radiation protection under Council of Ministers of the Republic of Belarus (further – the National commission) is cross-industry scientific and expert and referral consultative body concerning ensuring radiation safety.
2. The national commission is created as a part of specialists of the republican state bodies and other organizations subordinated to the Government of the Republic of Belarus, state scientific organizations in the field of the theory and practice of radiation safety, radiation medicine and hygiene, biophysics, radiology and radiation therapy, epidemiology, medical physics, radiobiology, genetics, radio ecology, dosimetry and other adjacent knowledge domains.
The structure of the National commission affirms Council of Ministers of the Republic of Belarus.
3. The national commission cooperates with Scientific UN committee on action of atomic radiation, International commission on radiation protection, International Atomic Energy Agency, the World Health Organization, the International Labour Organization, the Eurasian Economic Union, other international organizations and associations dealing with problems of protection of the person against impact of the ionizing and not ionizing radiation uses their recommendations and conclusions, and also results of the scientific research conducted in the Republic of Belarus and foreign countries on this perspective in the activities.
4. The national commission within the competence in ensuring radiation safety:
4.1. performs preparation of recommendations to state bodies (organizations) for the following questions of ensuring radiation safety:
establishment of the main limits of doses of radiation of personnel, the population and their derivative sizes, and also other standard rates in the field of ensuring radiation safety;
realization of the basic principles of ensuring radiation safety;
preparation and personnel training concerning radiation safety;
environmental impact assessment and habitat of the person;
development of measures of protection of the population of the republic from impact of ionizing radiation, and also recommendations about their realization;
assessment of radiation situation in the republic, accumulating and generalization of data on impact consequences on various national groups of ionizing radiation of artificial or natural origin;
efficiency evaluation of the measures of protection of people, farm animals and objects of external environment applied in the republic from impact of ionizing radiation;
regulation of rational environmental management in the conditions of radioactive pollution;
scientific reasons for requirements for ensuring radiation protection of personnel and the population in case of operation of subjects to use of atomic energy and radiation objects;
4.2. considers and estimates results of scientific research in the field of ensuring radiation safety and makes recommendations about their application;
4.3. considers the projects of technical regulatory legal acts directed by republican state bodies in the field of ensuring radiation safety.
5. The national commission has the right to request from the republican state bodies and other organizations subordinated to the Government of the Republic of Belarus, state scientific organizations the materials and information necessary for decision making on the questions entering its competence.
6. For the analysis of the arriving materials and information, and also preparation of the conclusions according to them the National commission can create working groups.
The national commission has the right to invite as experts of specialists in various fields of science and technology, and also employees of the international organizations for radiation protection.
7. Work of the National commission is carried out according to the plans approved at its meeting (meetings are planned at least once in 3 months).
Responsibility for development, timely consideration and approval of plans, control of their accomplishment is imposed on the scientific secretary of the National commission.
8. Meetings of the National commission are held in process of forming of the agenda meetings. Preparation of meetings is assigned to the scientific secretary of the National commission.
The current work between meetings is performed by the chairman and the scientific secretary of the National commission.
9. The national commission has the right to invite representatives of the republican state bodies and other organizations subordinated to the Government of the Republic of Belarus, state scientific organizations to the meetings.
10. The national commission is competent to make decisions in the presence at meeting at least a half of her members. The decision is deemed accepted if at least a half of the members of the National commission who were present at meeting voted for it.
Decisions of the National commission are drawn up by the protocols constituted by the scientific secretary.
11. Decisions of the National commission are led up to the republican state bodies and other organizations subordinated to the Government of the Republic of Belarus, regional executive committees and Minsk Gorispolkom, state scientific organizations in the form of minutes abstracts and are obligatory for consideration.
12. The chairman of the National commission annually provides information on the done work in Council of Ministers of the Republic of Belarus.
