1. Approve the enclosed Method of calculation of rate for services in the organization of balancing of production and consumption of electrical energy.

2. To department of administrative work of the Agency of the Republic of Kazakhstan on regulation of natural monopolies (Esirkepov E. O.):

To provide 1) in the procedure established by the legislation official publication of this order in mass media;

2) to bring this order to the attention of joint-stock company "The Kazakhstan company on management of power networks of KEGOC, structural divisions and territorial authorities of the Agency of the Republic of Kazakhstan on regulation of natural monopolies.

3. To impose control of execution of this order on the vice-chairman of the Agency of the Republic of Kazakhstan on regulation of natural monopolies Smagulov K. M.

4. This order becomes effective from the date of signing.

Method of calculation of rate for service in the organization of balancing of production and consumption of electrical energy

1. General provisions

1. This Method of calculation of rate for service in the organization of balancing of production and consumption of electrical energy is developed according to the Laws of the Republic of Kazakhstan "About natural monopolies and the controlled markets" and "About power industry" and other regulatory legal acts of the Republic of Kazakhstan.

2. This Technique determines the mechanism of calculation of rate for the service in the organization of balancing of production and consumption of electrical energy provided by joint-stock company "The Kazakhstan company on management of power networks of KEGOC (further - the System operator).

3. The service in the organization of balancing of production consumption of electrical energy is provided by the System operator who is power making, power reporting, to the power supplying organizations and consumers of electrical energy and includes:

the organization of functioning of the balancing market of electrical energy, including in the imitating mode;

physical settlement of the imbalances of electrical energy arising in real time (within the established regulation ranges) in imitating operating mode of the balancing market of electrical energy;

determination of amounts of hourly imbalances of electrical energy;

determination of the price of hourly imbalances, the price and amounts of the involved balancing electrical energy, except for the period of work of the balancing market in the imitating mode;

servicing and operation of the software of the balancing electricity market;

creation of own integration of information and communication systems of subjects of the markets.

4. The basic concepts and determinations in this Technique are applied according to the legislation of the Republic of Kazakhstan.

2. Rate procedure of payments for service in the organization of balancing of production consumption of electrical energy

5. For consumers of service the rate determined by formula is used:

TBAL - rate for service in the organization of balancing of production consumption of electrical energy, (tenge/kWh);

ZBAL - economically reasonable expenses of the System operator necessary for implementation of service in the organization of balancing of production consumption of electrical energy, (tenge).

In imitating working hours of the balancing electricity market in structure of ZBAL instead of expenses on services in maintenance in readiness of reserves of capacities expenses on capacity regulation, and also expenses on purchase of electrical energy for the purpose of compensation of hourly amounts of variations of the actual interstate balance of overflows of electrical energy from planned are considered.

In imitating working hours of the balancing electricity market in structure of ZBAL instead of expenses on services in maintenance in readiness of reserves of capacities expenses on capacity regulation are considered.

Calculation of economically reasonable costs of the System operator (ZBAL) is perfromed taking into account requirements of the legislation of the Republic of Kazakhstan, including the Special procedure for the forming of costs approved by authorized body, the technique of income distribution, costs and the involved assets executed in the form of the independent document or the Section of the accounting policy approved by the System operator and approved in the procedure established by the legislation of the Republic of Kazakhstan;

Р - admissible profit level on regulated base of the involved assets, necessary for effective rendering services in the organization of balancing of production consumption of electrical energy, calculated in compliance in the established legislation procedure, tenge;

WPG - the predicted total amount of the electrical energy released from tires of the power making organizations on the wholesale and retail markets of electrical energy, kWh.;

WPP - the predicted total amount of the electrical energy consumed in the wholesale and retail markets of electrical energy, kWh.;

The DPR - the income from electricity sale for the purpose of compensation of hourly amounts of variations of the actual interstate balance of overflows of electrical energy from planned.

6. The total quantity of electrical energy is accepted to size released from tires of the power making organizations and the consumed electrical energy in the wholesale and retail markets:

1) released from tires by the power making organizations of the Republic of Kazakhstan, irrespective of their departmental accessory;

2) received by consumers of the retail market directly from tires of the power making organizations;

3) received by the power transferring organizations for compensation of technology expense of electrical energy in networks of the power transferring organization and for economic needs of the power transferring organizations;
