Regulations on the Ministry of Foreign Affairs of the Azerbaijan Republic

I. General provisions

1. The Ministry of Foreign Affairs of the Azerbaijan Republic (further - the Ministry) is the central executive body performing foreign policy of the Azerbaijan Republic.

2. The ministry in the activities is guided by the Constitution of the Azerbaijan Republic, the laws of the Azerbaijan Republic, decrees and orders of the President of the Azerbaijan Republic, resolutions and orders of the Cabinet of Ministers of the Azerbaijan Republic, and also this Provision.

7.9. coordinating of activities of other executive bodies for the purpose of ensuring implementation of single political policy of the Azerbaijan Republic in the relations with other states and the international organizations;

III. Functions of the Ministry

8. The ministry according to the tasks established by this Provision performs the following functions:

8.1. represents the Azerbaijan Republic in the relations with other states and the international organizations;

8.2. performs management of single system of bodies of diplomatic service of the Azerbaijan Republic;

8.3. provides distribution abroad through diplomatic representations of the Azerbaijan Republic to information on foreign and domestic policy of the Azerbaijan Republic, economic, social and cultural life of the country;

8.4. on the basis of studying of the bilateral, multilateral and international problems this on all complex prepares and in accordance with the established procedure represents to the President of the Azerbaijan Republic offers on the relations of the Azerbaijan Republic with foreign states and the international organizations;

8.5. prepares drafts of international treaties of the Azerbaijan Republic, prepares also according to Rules of introduction by the central executive bodies and the companies of offers on the conclusion or denouncement of international treaties of the Azerbaijan Republic belonging to the state, approved by the Presidential decree of the Azerbaijan Republic of January 19, 2011 No. 373 for consideration of the offer on the conclusion, execution, termination and suspension of force of agreements;

8.5-1. Gives responses according to offers on the conclusion or denouncement of international treaties of the Azerbaijan Republic and texts of these agreements, approves compliance of the translation of the text in state language to the text in foreign language;

8.6. will organize negotiation of the Azerbaijan Republic with other states and the international organizations;

8.7. performs general observation of execution of international treaties of the Azerbaijan Republic, takes part in preparation of offers on reduction of the national legal system in compliance with international legal obligations of the Azerbaijan Republic;

8.8. renders assistance to development of cooperation of the Azerbaijan Republic with other states and the international organizations in economic, social, scientific and technical, cultural and other spheres;

8.8-1. together with relevant organs of the executive authority takes measures for providing the presentation and promotion of the Azerbaijani culture on the international actions;

8.8-2. together with relevant organs of the executive authority to give support in holding cultural actions of foreign countries and holding cultural actions of Azerbaijan in foreign countries;

8.8-3. Together with the Ministry of Culture of the Azerbaijan Republic provides development and coordinates activities of the Azerbaijani cultural centers in foreign countries;

8.9. diplomatic means performs efforts of the Azerbaijan Republic in the field of providing international peace and safety;

8.10. provides participation of the Azerbaijan Republic in work of the international organizations, conferences, forums, uses the efforts on activization of role of the Azerbaijan Republic as member of the international community, in the solution of global and regional international problems;
