About approval of Rules of the organization of system of the state accounting and control of turnover of sources of ionizing radiation

For the purpose of implementation of article 22 of the Law of the Republic of Uzbekistan "About radiation safety", article 10 of the Law of the Republic of Uzbekistan "About waste" the Cabinet of Ministers decides:

1. Approve Rules of the organization of system of the state accounting and control of turnover of sources of ionizing radiation according to appendix.

2. The state inspection Sanoatkontekhnazorat in three-months time to develop and to bring in accordance with the established procedure in the Cabinet of Ministers for approval of regulations on procedure for the state accounting and control of turnover of radioactive materials and radioactive waste, and also behind turnover of nuclear materials, having provided determination of criteria of statement of sources of ionizing radiation on the state accounting and control and categories of sources of ionizing radiation on their potential radiation hazard.

3. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent, bodies of the public and economic board:

in three-months time to bring the regulatory legal acts into accord with requirements of this resolution;

take necessary measures for observance by the legal, including subordinated organizations, and physical persons of requirements of these rules.

4. To impose control of execution of this resolution on the Deputy prime minister of the Republic of Uzbekistan Shaismatov E. R.

Rules of the organization of system of the state accounting and control of turnover of sources of ionizing radiation

I. General provisions

1. These rules according to the laws of the Republic of Uzbekistan "About the State sanitary inspection", "About radiation safety", "About waste" determine procedure for the organization of system of the state accounting and control of turnover of sources of ionizing radiation - nuclear materials, radioactive materials containing them radioactive sources and radioactive waste (further - system of accounting and control III).

2. Rules are obligatory for subjects of turnover of III performing activities in the field of production, productions, developments, conversions, uses, storages, servicing, transportation including movement through customs border of the Republic of Uzbekistan, utilization, neutralization and burial of III, and also authorized state bodies of system of accounting and control III.

II. Basic concepts

3. For the purpose of these rules the following basic concepts are applied:

ionizing radiation - the radiation created in case of radioactive decay, nuclear transformations, braking of charged particles in substance and which in case of interaction with environment forms ions of different signs;

the source of ionizing radiation (SIR) - the device and (or) radioactive material, nuclear materials which are letting out or capable to emit ionizing radiation;

subjects of turnover of III - the legal entities performing activities in the field of turnover of III for production, production, development, conversion, use, storage, servicing, transportation including movement through customs border of the Republic of Uzbekistan, utilization, to neutralization and burial of sources of ionizing radiation in the territory of the Republic of Uzbekistan in the procedure established by the legislation;

nuclear materials - the materials containing or capable to reproduce the sharing (split) nuclear substances and also not containing or not capable to reproduce nuclear materials, but which can be used in the devices intended for implementation of explosive allocation of intra nuclear energy (nuclear explosion);

radioactive source - the source of ionizing radiation containing nuclear materials or radioactive materials;

radioactive materials - the substances which are not relating to nuclear materials in any aggregate state containing radionuclides with the activity exceeding the minimum values established by regulations and rules of radiation safety;

radioactive waste - the substances in any aggregate state which are not intended for further use, containing radionuclides with the activity level exceeding the values established in acts of the legislation.

III. Purposes and tasks of system of accounting and control III

4. The purposes of system of accounting and control III are:

determination of cash number of III;

ensuring prevention of losses, unauthorized use and plunder of III;

provision, in accordance with the established procedure, objective and reliable information about availability and movement of III.

5. The main objectives of system of accounting and control III at all levels are:

the organization of conducting the state accounting and control III with execution of data for forming of the national register of III;

identification of losses, unauthorized use and plunder of III;

development of the regulating and methodical documents providing functioning of system of accounting and control III including techniques of determination of quantity, activity and radio nuclide structure of III;

the organization of single program and information support of system of accounting and control III based on modern computer technologies;

interaction with single state automated system of control of radiation situation, the state system of radiation monitoring of the environment, the state system of emergency situations;

the organization of exchange of information within international treaties of the Republic of Uzbekistan.

IV. Organization of system of accounting and control III

6. III answering to criteria of statement of III the state accounting and control are subject to the state accounting and control.

7. Criteria, conditions and procedure for statement of III on the state accounting and control, and also categories III are determined by potential radiation hazard by the legislation.

8. Categories III are determined for the purpose of ensuring the differentiated approach to determination of procedures and accounting methods and control.

9. The system of accounting and control III is divided into the republican, departmental and regional levels including the authorized state bodies, technical means and regulatory legal acts regulating activities in the field of turnover of III.
