The Council of Ministers of the Republic of Belarus DECIDES:
1. Approve the enclosed Regulations on procedure for evaluating results of implementation of investment projects of residents of free economic zones in the territory of the Republic of Belarus.
2. Ceased to be valid according to the Resolution of Council of Ministers of the Republic of Belarus of 11.11.2025 No. 631
3. To the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees and the Minsk Gorispolkom in two-month time to bring the regulatory legal acts into accord with this resolution and to take other measures for its realization.
4. This resolution becomes effective in 10 days after its official publication.

1. This Provision is developed for the purpose of establishment of procedure for evaluating results of implementation of investment projects of residents of free economic zones in the territory of the Republic of Belarus (further - assessment of results of implementation of investment projects).
2. Assessment of results of implementation of investment projects is made by administrations of free economic zones (further SEZ):
for the purpose of decision making about abolition of the territory of free customs zone according to the statement of the owner of this customs zone after implementation of its investment project by it;
according to the statement of resident of SEZ on the basis of the analysis of the documents submitted by residents SEZ according to the investment project.
3. For evaluating results of implementation of investment projects by administration of SEZ the commission from number of persons employed of this administration which is headed by the head of administration of SEZ is created.
If necessary the administration of SEZ has the right to involve in evaluating results of implementation of investment projects of staff of the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees and Minsk Gorispolkom, and also expert organizations and institutes.
4. For assessment of results of implementation of the investment project the resident of SEZ submits the following documents to administration of SEZ:
the statement for abolition of the territory of free customs zone after project implementation;
the report on results of implementation of the investment project prepared in form according to appendix 1 to this Provision;
audit opinion about results of implementation of the investment project declared by resident in case of registration in SEZ;
SEZ of the copy of acts of commissioning of processing equipment and (or) the investment project completed by asset construction within realization certified by resident;
SEZ of the copy of the registration certificate and technical data sheet certified by resident on the real estate objects created in SEZ.
The resident of SEZ bears responsibility for reliability of the provided information and documentation, and also its completeness.
5. If necessary the administration of SEZ has the right to request from resident of SEZ, republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees, Minsk Gorispolkom the additional information and documentation necessary for evaluating results of implementation of the investment project.
6. Assessment of results of implementation of investment projects is performed by administration of SEZ based on accomplishment of indicators on:
to forming of authorized fund in terms and the sizes established by the legislation of the Republic of Belarus;
to investment attraction in terms and the sizes provided in business plans of investment projects or the feasibility statement;
to implementation of productive activity according to the terms determined in business plans of investment projects or the feasibility statement;
to creation of workplaces in the quantity determined in business plans of investment projects or the feasibility statement.
7. Assessment of results of implementation of investment projects is performed within 30 days from the date of giving by the resident of SEZ of the statement for abolition of the territory of free customs zone after implementation of its investment project by it.
8. By results of evaluating implementation of the investment project by administration of SEZ preparation of the draft of the conclusion in form according to appendix 2 to this Provision is performed.
The draft of the conclusion within 15 days goes for review to the commission on increase in competitiveness of economy under the relevant regional executive committee, the Minsk Gorispolkom.
9. Along with the draft of the conclusion about assessment of results of implementation of the investment project the administration of SEZ represents:
the original or SEZ certified by resident in accordance with the established procedure the copy of the business plan of the investment project or the feasibility statement;
the explanatory note about the course of results of implementation of the investment project, the prepared primary statistical data represented to administration of SEZ by residents of SEZ. In the explanatory note are reflected:
amount of SEZ of investments attracted with resident by every year of implementation of the investment project, including the volume of investment into fixed assets;
annual total revenue from sales of products of own production;
amount of export deliveries (following the results of every year of implementation of the investment project);
quantity of the created workplaces.
10. The commission on increase in competitiveness of economy under the relevant regional executive committee, the Minsk Gorispolkom considers the draft of the conclusion about assessment of results of implementation of the investment project and within 15 days from the date of its receipt informs administration of SEZ on results of consideration.
