About some questions of activities of the markets

For the purpose of streamlining of activities of the markets and according to the Laws of the Republic of Belarus of January 9, 2002 "About consumer protection" and of July 28, 2003 "About trade" the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed Rules of trade in the markets of the Republic of Belarus.

2. Determine that in the markets trade in goods according to the enclosed list is forbidden.

3. Grant the right to the Ministry of Trade to make explanations about procedure for application of Rules of trade in the markets of the Republic of Belarus.

4. To the republican state bodies, other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees, the Minsk Gorispolkom to bring the regulatory legal acts into accord with this resolution.

5. Recommend to regional executive committees and the Minsk Gorispolkom to perform package of measures for improvement and reconstruction of the markets, transfer of sales of goods to the enclosed space, shopping centers, to use for the organization of the markets and shopping centers of inefficiently used buildings and rooms, and also on reduction of terms and determinations of types and types of the operating shopping facilities in which places for sales of goods, in compliance with the terminology established by the legislation of the Republic of Belarus are provided to individual entrepreneurs.

6. This resolution becomes effective in 3 months after its official publication, except for Items 3, 4 and 5, becoming effective from the moment of its signing.

Rules of trade in the markets of the Republic of Belarus

General provisions

1. These rules govern the relations arising between the legal entities and individual entrepreneurs performing activities for management of the markets, legal entities, their branches, representations, other separate divisions located out of the locations of legal entities, the individual entrepreneurs performing retail trade in the markets on the trade places provided to them by governing body of the market in the market, other physical persons performing sales of goods in the markets and also buyers.

2. In these rules the following basic concepts and their determinations are applied:

the market - the property complex including the specially allotted site (territory) with the buildings located on it, constructions, the equipment intended for implementation by legal entities, individual entrepreneurs and other physical persons of trade in agricultural products, wild-growing fruits, berries both by others food and nonfoods and also animals;
