5. This resolution becomes effective since January 1, 2009, except for item 4 and this Item which are becoming effective from the date of adoption of this resolution.

2. The state supervision will be organized and performed:
2.1. concerning users of sources of ionizing radiation, the specialized organizations performing activities in the field of the address with sources of ionizing radiation, radioactive waste, activities for use of atomic energy, including the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, the regional executive committees and Minsk Gorispolkom having such organizations in the subordination (structure) (further - the subject of supervision);
2.2. for the purpose of:
safety of activities of subjects of supervision and safe operation of their sources of ionizing radiation, radiation objects, subjects to use of atomic energy (further - dangerous radiation objects);
checks of accomplishment by subjects of supervision of requirements in the field of ensuring nuclear and radiation safety of dangerous radiation objects, and also requirements for ensuring their physical protection.
3. The main objectives of the state supervision are:
3.1. regulation of activities of subjects of supervision in the field of nuclear and radiation safety;
3.2. suppression of violations by subjects of supervision of requirements of regulatory legal acts in the field of ensuring nuclear and radiation safety, including technical regulatory legal acts, the prevention of radiation accidents and radiation incidents;
3.3. forming at subjects of supervision of culture of safety in case of the address with sources of ionizing radiation, radioactive waste, implementation of activities for use of atomic energy.
4. The state supervision is exercised by Department on nuclear and radiation safety of the Ministry of Emergency Situations (further - Gosatomnadzor).
On subjects to use of atomic energy by Gosatomnadzor the mode of constant state surveillance providing permanent stay of service employees of Gosatomnadzor on these objects and holding control (supervising) actions by them for the purpose of operational assessment of security status is set.
5. When implementing the state supervision Gosatomnadzor:
5.1. carries out scheduled and unscheduled inspections of observance by subjects of supervision of requirements of regulatory legal acts in the field of ensuring nuclear and radiation safety, and also action technical (technological, testing) nature and performs measures of preventive and precautionary nature;
5.2. carries out the analysis:
nuclear and radiation safety when functioning subjects of supervision;
accounting and control of sources of ionizing radiation, radioactive waste, nuclear materials by subjects of supervision;
ensuring physical protection of dangerous radiation objects;
reasons of radiation accidents;
