About procedure for maintaining the state inventory of atmospheric air
Based on the paragraph of the seventh of article 10 of the Law of the Republic of Belarus of November 26, 1992 "About environmental protection" the Council of Ministers of the Republic of Belarus DECIDES: No. 1982-XII
1. Approve Regulations on procedure for maintaining the state inventory of atmospheric air it (is applied).
2. Declare invalid the resolution of the Cabinet of Ministers of the Republic of Belarus of April 10, 1995 No. 193 "About approval of the Regulations on procedure for maintaining the state inventory of atmospheric air of the Republic of Belarus" (Collection of presidential decrees and resolutions of the Cabinet of Ministers of the Republic of Belarus, 1995, No. 11, the Art. 249).
3. To the Ministry of Natural Resources and Environmental Protection to take measures for implementation of this resolution.
4. This resolution becomes effective since July 10, 2009, except for Item 3, which becomes effective from the date of official publication of this resolution.

1. This Provision establishes procedure for maintaining the state inventory of atmospheric air.
2. The state inventory of atmospheric air represents the systematized code of the data including information on the legal entities, individual entrepreneurs performing the economic and other activity connected with emissions of pollutants in atmospheric air based on permissions to emissions of pollutants in atmospheric air or complex nature protection permissions (further – users of nature), the quantity and quality characteristic of emissions of pollutants in atmospheric air, data on the constructions and (or) the equipment used for cleaning of emissions of pollutants in atmospheric air, quality of atmospheric air.
The state inventory of atmospheric air is the state information resource. Its maintaining is performed by the Ministry of Natural Resources and Environmental Protection (further – Ministry for Protection of the Environment and Natural Resources) which is the owner of this state information resource.

4. Maintaining the state inventory of atmospheric air is performed by Ministry for Protection of the Environment and Natural Resources on the basis:
data of the departmental reporting on results of accounting in the field of protection of atmospheric air;
permissions to emissions of pollutants in atmospheric air, complex nature protection permissions;
data of monitoring of atmospheric air;
results of sampling and carrying out measurements of emissions of pollutants in atmospheric air in case of control in the field of environmental protection, rational (steady) use of natural resources;
reporting on national data on emissions of pollutants in atmospheric air under the Convention;
information provided by the Ministry of Internal Affairs and the Ministry of Transport and Communications.
5. Republican state bodies represent to Ministry for Protection of the Environment and Natural Resources till March 1 of the year following for reporting, on a grant basis the following information necessary for maintaining the state inventory of atmospheric air:
The Ministry of Internal Affairs – about the number of the motorized vehicles registered in the State automobile inspection of the Ministry of Internal Affairs (cars, cargo vehicles, buses, motorcycles, including the electric transport);
The Ministry of Transport and Communications – about fuel consumption amounts river transport in the territory of the republic, about the number of departures of aircrafts (cycles take-off / landing) on internal and international lines.
Ministry for Protection of the Environment and Natural Resources has the right to request other in comparison with specified in part one of this Item information necessary for maintaining the state inventory of atmospheric air, from the republican state bodies and other organizations subordinated to the Government of the Republic of Belarus, other organizations having necessary information.
6. Maintaining the state inventory of atmospheric air includes:
information collection from state bodies and other organizations;
analysis and systematization of collected information;
determination of sizes of emissions of pollutants in atmospheric air from mobile sources of emissions;
forming and updating of data of the state inventory of atmospheric air;
enhancement of the software for maintaining the state inventory of atmospheric air;
maintaining archive of the cadastral information;
placement of data of the state inventory of atmospheric air on the global computer Internet on the official site of Ministry for Protection of the Environment and Natural Resources.
7. The state inventory of atmospheric air contains the following obligatory Sections:
"The directory Section";
"Quality of atmospheric air";
"Emissions of pollutants in atmospheric air";
"Data on the Convention on cross-border air pollution on long distances";
"Stationary sources of emissions and gas-purifying installations".
"The directory Section" contains:
the list of regulatory legal acts, including technical regulatory legal acts, in the field of protection of atmospheric air;
the list of users of nature by categories of objects of impact on atmospheric air;
information on the number of the motorized vehicles registered in the State automobile inspection of the Ministry of Internal Affairs (cars, cargo vehicles, buses, motorcycles, including the electric transport).
The Section "Quality of Atmospheric Air" contains data:
about annual average concentration of pollutants;
about the maximum one-time concentration of pollutants;
about repeatability of concentration above maximum permissible maximum one-time concentration of pollutants in the cities in which monitoring of atmospheric air, and at station of complex background monitoring "Berezinsky reserve" is carried out.
The Section "Emissions of Pollutants in Atmospheric Air" contains data:
about emissions of pollutants in atmospheric air, including data on emissions of pollutants according to which decision is adopted at the session of Executive body of the Convention, since 1990;
about compliance of emissions of pollutants in atmospheric air to the established standard rates of admissible emissions of pollutants in atmospheric air by results of sampling and carrying out measurements of emissions of pollutants in atmospheric air in case of control in the field of environmental protection, rational (steady) use of natural resources.
