1. Approve the enclosed Regulations on control of foreign economic activity concerning goods and dual-use technologies which can be used during creation of arms and military equipment.

2. Recognize to invalid:

the order of the Government of the Russian Federation of October 7, 1996 N 1172 "About approval of the Regulations on procedure for control of export from the Russian Federation of goods and dual-use technologies which export is controlled" (The Russian Federation Code, 1996, N 42, by the Art. 4804);

the paragraph the thirteenth orders of the Government of the Russian Federation of December 11, 1997 N 1548 "About modification of some regulatory legal acts of the Government of the Russian Federation regulating questions of export control" (The Russian Federation Code, 1997, N 51, the Art. 5807);

Regulations on control of foreign economic activity concerning goods and dual-use technologies which can be used during creation of arms and military equipment

1. This Provision developed for the purpose of protection of national interests and ensuring accomplishment of the international obligations of the Russian Federation following from Vassenaarsky arrangements on export control of conventional arms, goods and dual-use technologies (further hereinafter are referred to as - Vassenaarsky arrangements), determines procedure of control of foreign economic activity concerning the goods and technologies included in the list of goods and dual-use technologies which can be used during creation of arms and military equipment and concerning which the export control approved by the order of the Government of the Russian Federation of July 19, 2022 No. 1299 "About approval of the list of goods and dual-use technologies which can be used during creation of arms and military equipment and concerning which export control is exercised" is exercised (further hereinafter is referred to as - the List).

2. This Provision is obligatory for execution by all legal entities and physical persons which are under jurisdiction of the Russian Federation performing foreign economic activity (further - hereinafter are referred to as - the Russian participants of foreign economic activity) concerning the goods and technologies specified in the List (controlled goods and technologies hereinafter are referred to as further).

3. Control of foreign economic activity concerning controlled goods and technologies includes:
