About procedure for representation, consideration and monitoring of projects on voluntary emission reduction of greenhouse gases

For the purpose of realization of provisions of the Framework convention of the United Nations on climate change and the Kyoto protocol to it the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed Regulations on procedure for representation, consideration and monitoring of projects on voluntary emission reduction of greenhouse gases.

2. To the Ministry of Natural Resources and Environmental Protection:

perform coordination of activities of republican state bodies, other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees and Minsk Gorispolkom on preparation and projects implementation on voluntary emission reduction of greenhouse gases, and also attraction of financial resources on such projects;

explain questions of application of the Regulations on procedure for representation, consideration and monitoring of projects on voluntary emission reduction of greenhouse gases.

3. To the republican state bodies, other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees and the Minsk Gorispolkom according to their competence in five-months time to bring the regulatory legal acts into accord with this resolution, to take other measures for its realization.

4. This resolution becomes effective from the date of its official publication.

Regulations on procedure for representation, consideration and monitoring of projects on voluntary emission reduction of greenhouse gases

Chapter 1. General provisions

1. This Provision determines procedure for representation, consideration, control and monitoring of projects on voluntary emission reduction of greenhouse gases.

2. For the purposes of this provision the following main terms and their determinations are used:

basic level of emissions of greenhouse gases - the size of emissions of the greenhouse gases made by subject to emissions of these gases for certain period on condition of use of the technology existing on this object, the equipment and under other most probable conditions which can take place without project implementation on voluntary emission reduction of greenhouse gases expressed in metric tons of carbon dioxide equivalent;

basic level of absorption of greenhouse gases the poglotitelyamivyrazhenny size of absorption of greenhouse gases by absorbers of these gases in metric tons of carbon dioxide equivalent for certain period under existing conditions operation without project implementation on voluntary emission reduction of greenhouse gases;

the verified emission reductions of greenhouse gases - the amount of emission reduction of greenhouse gases reached as a result of project implementation on voluntary emission reduction of greenhouse gases in comparison with basic level of emissions of greenhouse gases or basic level of absorption and confirmed with independent organization, expressed in one metric ton of carbon dioxide equivalent;

voluntary emission reduction of greenhouse gases - the emission reduction of greenhouse gases and increase in level of their absorption by absorbers reached as a result of accomplishment by the organization of the Republic of Belarus of the actions which are not falling under operation of articles 6, 12 and 17 Kyoto protocols with attraction of financial resources of nonresidents of the Republic of Belarus in exchange for the verified emission reductions of greenhouse gases;

the initiator of the project on voluntary emission reduction of greenhouse gases - the organization initiating and (or) realizing the project on voluntary emission reduction of greenhouse gases according to this Provision;

the complex project on voluntary emission reduction of greenhouse gases - one or several projects on voluntary emission reduction of the greenhouse gases realized based on several subjects to emissions of greenhouse gases or their absorption by absorbers with submission of the single offer on implementation of these projects;

the independent expert organization - the organization having accreditation of the independent consultant according to the decision of the Conference of the Parties of the Framework convention of the United Nations on climate change, which is carrying out expert evaluation of the projects providing decrease in emissions and (or) increase in absorption of greenhouse gases by absorbers according to Article 6 of the Kyoto protocol, and assessment of the received results;

subject to emissions of greenhouse gases - any source or natural complex (object) located in the territory of the Republic of Belarus from which greenhouse gases with direct or indirect greenhouse effect arrive in atmospheric air;

greenhouse gases - gaseous components of the atmosphere of both natural, and anthropogenous origin which absorb and pereizluchat infrared radiation;

the absorber of greenhouse gases - any process, the mechanism or natural complex (object) which absorbs (absorbs) greenhouse gas with direct or indirect greenhouse effect from atmospheric air;

the project on voluntary emission reduction greenhouse gazovsovokupnost of the documents including the description of the mechanism of the voluntary emission reduction of greenhouse gases directed to emission reduction of greenhouse gases and (or) increase in the level of their absorption by absorbers which is not falling under operation of articles 6, 12 and 17 Kyoto protocols;

the project of joint implementation - set of the documents including the project description, providing decrease in emissions and (or) increase in absorption of greenhouse gases according to Article 6 of the Kyoto protocol;

the actual size of emissions of greenhouse gases - the size of the actual emissions from subject to emissions of greenhouse gases within calendar year expressed in metric tons of carbon dioxide equivalent;

the actual level of absorption of greenhouse gases of poglotitelyamivelichin of absorption of greenhouse gases by absorber within calendar year, expressed in metric tons of carbon dioxide equivalent.

3. Preliminary selection of offers on projects implementation and complex projects on voluntary emission reduction of greenhouse gases from initiators of projects taking into account these environmental or energy audits or other reasonable recommendations is carried out:

the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus - from being under their supervision (being part) the state organizations, and also non-state legal entities whose shares (share) in authorized funds belonging to the Republic of Belarus are transferred to the control to these bodies;
