About free economic zones in the territory of the Republic of Belarus

For the purpose of providing favorable conditions for economic development of regions of the Republic of Belarus, attraction of foreign investments, creation of new workplaces, accelerations of scientific and technical progress, development of trade and economic cooperation with other states I decide:

2. Create the free economic zone Brest (further - SEZ "Brest") for the term of 31 December of 2049.

SEZ "Brest" is complex zone.

Development financing of SEZ "Brest", including production, engineering, transport and other infrastructure, including content of administration SEZ "Brest" and other stipulated by the legislation expenses for ensuring functioning of zone, is performed at the expense of means of the republican budget and fund of development of SEZ "Brest", other sources which are not prohibited by the legislation.

The specified fund is created at the expense of the rent for the parcels of land located in borders of SEZ "Brest" and provided in lease to its residents, receipts according to agreements on activities conditions in zone and also other receipts according to the legislation.

Specific sources of forming of this fund and the direction of expenditure of its means are determined by Council of Ministers of the Republic of Belarus.

3. To the government of the Republic of Belarus in two-month time:

3.1. approve:

regulations on SEZ "Brest" in which to specify: exact name of zone; features of its special legal regime; terms of functioning of zone; the purposes and tasks performed in it; list, structure and competence of governing bodies and control of zone; methods of their interaction with other state bodies and subjects of managing acting in SEZ;

regulations on Administration of SEZ "Brest";
