1. Approve enclosed:

1) Criteria of distribution of the objects I of category which are subject to the state environmental assessment between authorized body in the field of environmental protection and its territorial subdivisions;

2) Criteria of distribution of objects I of category for issue of permissions to issues to the environment between authorized body in the field of environmental protection and its territorial subdivisions.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Criteria of distribution of the objects I of category which are subject to the state environmental assessment between authorized body in the field of environmental protection and its territorial subdivisions

1. Are subject to the state environmental assessment by authorized body in the field of environmental protection:

1) the preproject and project documentation of the planned activities making impact on the environment, with the materials of environmental impact assessment accompanying it according to the stages determined by article 37 of the Ecological code of the Republic of Kazakhstan, on the main production, belonging to 1 class of danger according to sanitary classification of production facilities, except for:

construction industry (production of magnesite, dolomite and chamotte with roasting in the mine, rotating and other furnaces, production of asphalt concrete at the stationary plants);

wood processings;

textile production and production of light industry;

processings of animal products;

processings of foodstuff and flavoring substances;

agricultural objects;

constructions sanitary, transport infrastructure, installations and domestic objects;

warehouses, moorings and places of overload and storage of loads, productions of fumigation of loads and courts, gas disinfection, deratization and disinsection;

investigations of minerals, except popular and performed in the Kazakhstan sector of the Caspian Sea;

drafts contract on carrying out transactions on subsurface use, except for contracts for investigation, production of popular minerals;

biological reasons on production and use of fish resources and other types of water animals in fishery reservoirs (sites) of the international and republican values;

biological reasons on production and use of animals, being subject to hunting which limit of withdrawal affirms the Government of the Republic of Kazakhstan;

the materials of inspection of the territories proving reference of these territories to zones of ecological catastrophe or emergency ecological situation;

projects natural-science and feasibility statements on creation and expansion of especially protected natural territories of republican value, abolition of the state natural wildlife areas and the state reserved zones of republican value

and to reduction of their territory;

projects of economic activity which can make impact on the environment of the adjacent states or implementation of which requires use of general with the adjacent states of natural objects or which infringes on interests of the adjacent states, including on the Baikonur complex, defined by international treaties of the Republic of Kazakhstan;

3) documentation on use of technologies, the equipment, except for the vehicles, and the equipment moved (imported) to the Republic of Kazakhstan.

2. In other cases the state environmental assessment of objects I of category is carried out by territorial subdivision of authorized body in the field of environmental protection.
