About approval of the Concept of the Automated information system "Register of the State and Mobilization Reserves"

Based on Item of 1 part (1) Articles 5, parts (1) Article 19 and article 20 of the Law No. 104/2020 on the state and mobilization reserves (The official monitor of the Republic of Moldova, 2020, Art. No. 178-179, 332), and for the purpose of creation of the Automated information system "Register of the State and Mobilization Reserves" Government DECIDES:

1. Approve:

Concept of the Automated information system "Register of the State and Mobilization Reserves" according to appendix No. 1;

The action plan on development and deployment of the Automated information system "Register of the State and Mobilization Reserves" according to appendix No. 2.

2. To provide to the ministries and the involved central administrative authorities within competences implementation of provisions of the specified concept and the Action plan.

3. To impose control over the implementation of this Resolution on the Agency of material reserves.

Concept of the Automated information system "Register of the State and Mobilization Reserves"

Introduction

One of the major and priorities of the state and mobilization reserves surgery for ensuring stable functioning of national economy, for protection of the population in the emergency situations which arose owing to natural disasters, epidemics, epizooty, industrial accidents, social or economic events, external factors in cases of siege or war, and also for the purpose of provision of the humanitarian assistance is. Success of functioning of system of reserves and degree of efficiency in management of the available inventories to a large extent depends on equipment of system by new technicians of accounting and control of the received property (bookmark) and on ability to use them.

Now accounting of material values of the state and mobilization reserves is performed by means of registration of the cumulative inventories and transactions made with material values in registers, accounting cards and with use of various forms of the reporting (delivery-acceptance certificates, annual or quarterly statements, etc.) which represent the obsolete, inefficient and not answering to requests of ensuring efficiency methods.

Hereunder particular purposes, tasks and functions of System by means of which the specialized information resource, the organizational structure and regulatory framework necessary for creation and use of this resource, information objects and the list of the data entered into the System, technological infrastructure and measures for safety and information security will be created.

Chapter I. General provisions

1. Determination of System

The register of the state and mobilization reserves (further - RGMR) represents set of the systematized data on material values of the state and mobilization reserves, on the nomenclature of material values of the state and mobilization reserves, on accumulating amounts, availability, the maximum level and not reduced level of material values, on transactions with these material values (bookmark, leave), on the economic agents involved in movement of material values of the state and mobilization reserves (suppliers, producers, keepers, users of material values of the state and mobilization reserves), on the debtors and applied to them to sanctions for violation of the conditions provided by agreements and also about the documents accompanying movement of material values of the state and mobilization reserves.

Forming of information resource about the state and mobilization reserves is provided as a result of functioning of the Automated information system "Register of the State and Mobilization Reserves" (further - AIS RGMR).
