About the Concept of development of competitiveness of information space of the Republic of Kazakhstan for 2006-2009
For the purpose of ensuring increase in competitiveness of information space of the Republic of Kazakhstan with POSTANOVLYAYU:
1. Approve the enclosed Concept of development of competitiveness of information space of the Republic of Kazakhstan for 2006-2009 (further - the Concept).
2. To the central and local executive bodies, and also state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan to take necessary measures for implementation of the Concept.
3. This Decree becomes effective from the date of signing.

INTRODUCTION
The concept of development of competitiveness of information space of the Republic of Kazakhstan for 2006-2009 (daleekontseption) is developed according to the strategy of inclusion of Kazakhstan to number of fifty most competitive countries of the world designated in the President's letter of the Republic of Kazakhstan to the people of Kazakhstan of March 1, 2006 and in pursuance of decisions of the Security Council of the Republic of Kazakhstan of March 1, 2006.
In the Concept the main tendencies of development of global information space and the information market of the Republic of Kazakhstan, key problems of competitiveness in the modern information markets are analyzed. The basic principles, strategic objectives and tasks of state policy in the information sphere, and also mechanisms of their realization are determined.
The concept forms basis for development of target programs, legislative and other regulatory legal acts, is expected the forthcoming period (2006-2009).
The most important characteristic of the modern information market is the competition which level differs for different types of market structures.
Competitiveness is difficult economic category which can be considered at several levels:
goods competitiveness or services;
competitiveness of the producer of goods or service;
industry competitiveness;
competitiveness of the countries.
Between all these levels there is close internal and external dependence.
