About procedure for transfer of the companies into reserve types of fuel

The Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for transfer of the companies on reserve fuel types which is applied.

2. Authorize the Ministry of Fuel and Energy on provision of the National Joint Stock Company Naftogaz of Ukraine to make the decision on transfer of the companies into reserve types of fuel according to the annual schedules approved by Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations.

3. Recognize invalid:

the resolution of the Cabinet of Ministers of Ukraine of November 8, 1996 No. 1358 "About procedure for transfer of the companies into reserve types of fuel during cold snaps";

item 4 of changes which are made to resolutions of the Cabinet of Ministers of Ukraine, approved by the resolution of the Cabinet of Ministers of Ukraine of April 23, 2001 No. 367 (The Official Bulletin of Ukraine 2001, No. 17, the Art. 739).

Procedure for transfer of the companies into reserve types of fuel

1. This Procedure determines the organization-legal principles of transfer of the companies into reserve types of fuel during cold snaps during the autumn and winter period and in case of approach of force majeure circumstances which interfere with supply of natural gas to Ukraine, and also accident prevention on trunk gas pipelines and gas networks.

2. Transfer of the companies into reserve types of fuel is made according to the schedule which is constituted in form according to appendix by settlements by the companies which deliver gas directly to consumers and affirm annually till July 15 Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations.

Schedules join the companies irrespective of pattern of ownership which have reserve fuel facility and according to the set fuel mode can work for others, except gas, fuel types.

Schedules are led up to the relevant companies for control.

3. Based on schedules of transfer of the companies into reserve types of fuel of the National Joint Stock Company Naftogaz of Ukraine constitutes the general schedule which affirms annually till August 15 Minenergougol.

The companies included in the general schedule sign agreements on delivery of reserve types of fuel for creation of inventory.

4. The inventory of reserve types of fuel at the companies shall be supported in the amount necessary for work within 10 days.

5. The daily amount of gas consumption shall be reduced by the companies of the region which are transferred to reserve types of fuel by 30 percent gas consumption at least than an amount to the population, state-financed organizations and the heatsupplying companies of such region.
