Regulations on the interdepartmental integrated automated information system of the federal executive bodies exercising control at check points through frontier of the Russian Federation

I. General provisions

1. This Provision developed according to the Concept of creation interdepartmental of the integrated automated information system of the federal executive bodies exercising control at check points through frontier of the Russian Federation approved by the order of the Government of the Russian Federation of May 4, 2008 N 622-p determines procedure for forming, providing and functioning of the interdepartmental integrated automated information system of the federal executive bodies exercising control at check points through frontier of the Russian Federation (further respectively - interdepartmental information system, check points), procedure for access to necessary for monitoring procedure at check points of information (further - information), provisions, use and information security, and also interaction of federal executive bodies, exercising control at check points (further - regulatory authorities).

The interdepartmental information system represents the state geographically distributed information system providing in the automated mode interaction of information systems of regulatory authorities and other information systems, forming, maintaining and updating of the single database containing information certified by the digital signature (including preliminary) about persons and vehicles crossing frontier of the Russian Federation, the freights, goods and animals moved through it (further - the single database), and also access to information containing in it with use of infrastructure of the all-Russian state information center.

2. The purposes of forming of interdepartmental information system are:

technological support of interdepartmental information exchange of regulatory authorities by the principle of "one window" (single provision of information on persons and vehicles, freights, goods and animals) and "one stop" (the integrated state control) with use of infrastructure of the all-Russian state information center in the automated mode;

increase in efficiency of activities of regulatory authorities and reducing time necessary for control at check points.

Interdepartmental information exchange of regulatory authorities is understood as exchange of information in the automated mode, and also the regulated provision of access to information resources of interdepartmental information system with use of modern means of identification and the digital signature as a result of which application it is possible to determine unambiguously (to identify) participants of interdepartmental information exchange, competence, date and time of implementation of such interaction, and also to guarantee identity of the information sent by one participant of interdepartmental information exchange and received by another (further - interdepartmental information exchange).

3. The principles on the basis of which the interdepartmental information system is created and functions are:

a) respect for constitutional rights of citizens in case of the automated information processing containing personal data;

b) inadmissibility of intervention in process of functioning of interdepartmental information system of public authorities, local government bodies and their officials, other persons and the organizations which have no appropriate authority in accordance with the legislation of the Russian Federation;

c) providing technological capability of information exchange of the existing and again created information systems of regulatory authorities and other information systems;

d) ensuring technological independence of structure of interdepartmental information system and the regulations of its work from the carried-out administrative, organizational and other changes on optimization of activities of check points;

e) use of single technologies, formats, protocols of information exchange, the unified program technical means;

e) application of licensed system-wide software and the certified specialized program technical means and means of communication;

g) ensuring integrity and reliability of the transmitted data due to application of the digital signature;

h) minimization of costs, including financial and temporary, in case of receipt of information;

i) single input and reuse of information;

j) ensuring functioning in time mode close to real;

k) ensuring confidentiality of receipt of information.

II. Structure and main functions of interdepartmental information system

4. The interdepartmental information system includes the following segments:

a) the integration segment containing the components providing interdepartmental information exchange and allowing to work with the single database with use of infrastructure of the all-Russian state information center;

b) the departmental segments of regulatory authorities including existing and again created components of the departmental automated information systems and departmental databases of regulatory authorities about persons and vehicles crossing frontier of the Russian Federation about the freights, goods and animals moved through it (further - departmental databases);

c) the check point segment containing the components providing interdepartmental information exchange of regulatory authorities at check points.

5. The main functions of integration segment of interdepartmental information system are:

a) realization at the federal level of mechanisms of documentation, routing and processing of the inquiries sent to the single database and departmental databases interdepartmental information exchange;

b) maintaining the single database;

c) forming, maintaining and updating of centralized reference books and qualifiers of interdepartmental information exchange (including identification elements);

d) confirmation of authenticity of certificates of keys of the digital signature of electronic messages (documents);

e) ensuring protection of the transmitted data against unauthorized access, misstatement or blocking;

e) maintaining the unified register of users of interdepartmental information system providing the regulated provision of access to it;

g) delivery of electronic messages (documents) to participants of interdepartmental information exchange, except for deliveries of electronic messages (documents) to participants of interdepartmental information exchange at check points;
