Differentiation of powers between Council of heads of states and Council of Heads of Government of the Commonwealth of Independent States

1. Council of heads of states as the supreme body of the Commonwealth discusses and resolves any matters of principle of the Commonwealth connected with common interests of the State Parties and also considers any questions within the interested State Parties without damage to interests of other members of the Commonwealth.

Council of heads of states of the Commonwealth at the meetings makes also the decisions concerning:

amending the Charter of the CIS;

creations new or abolition of the existing bodies of the Commonwealth;

optimizations of structure of the CIS, enhancement of activities of bodies of the Commonwealth;

hearings of activities reports of bodies of the CIS;

appointments (approval) of heads of the bodies carried to its competence;

authority delegations to subordinate bodies;

approvals of regulations on the bodies of the CIS carried to its competence.

2. The Council of Heads of Government of the Commonwealth coordinates cooperation of executive bodies in economic, social and other spheres of common interests.

The Council of Heads of Government of the Commonwealth resolves issues:

implementation of the instructions of Council of heads of states given to Council of Heads of Government;

realization of the provisions fixed in the Agreement on creation of Economic union, and also practical functioning of the free trade area;

adoptions of joint programs of development of the industry, agricultural industry and other industries of economy and their financing;

developments of systems of transport, communication, power systems;

cooperation in questions of tariff, credit and financial and tax policy;

developments of the mechanisms directed to forming of scientific and technological space;

creations of bodies of the Commonwealth within its competence;

appointments (approval) of heads of bodies of the Commonwealth referred to its competence;

financial provision of activities of bodies of the Commonwealth;

cooperation in questions of social policy;

control of activities of bodies of the CIS;

delegation to Council of Foreign Ministers and CIS Economic Council of the powers, except the powers delegated to it by Council of heads of states of the Commonwealth of Independent States.
