About joint activities for research and use of space
State Parties of this agreement,
noting great value of space science and technology for development of the State Parties of the Commonwealth,
recognizing need of combination of efforts for effective research and use of space for the benefit of the national economy and science, and also defense capability and ensuring collective security of the State Parties of the Commonwealth,
confirming need of strict observance of the international agreements and obligations which are earlier assumed by the USSR in the field of research and use of space,
considering that adoption of the Agreement on joint activities for research and use of space will serve interests of the states which signed it,
agreed as follows:
Joint activities for research and use of space are performed by the State Parties of this agreement on the basis of Interstate programs.
Implementation of Interstate programs of research and use of space is coordinated by the Interstate council on space created of plenipotentiaries of the State Parties of this agreement. The regulations on Council affirm the solution of heads of governments.
The State Parties of this agreement can have independent programs of research and use of space.
Accomplishment of Interstate programs of research and use of space regarding space means military and double (military and civil) appointments provide the joint Strategic Armed Forces.
Interstate programs of research and use of space are financed by pro rata contributions of the State Parties of this agreement and performed on the basis of the existing and newly created space complexes and objects of space infrastructure (the Baikonur and Plesetsk spaceports, technical, starting, landing complexes, areas of fall of the separated fragments of carrier rockets, control centers of flight of space objects, the Center of training of astronauts, command and measuring complexes, collection points and information processing, arsenals and other objects).
Use of the specified infrastructure for accomplishment of independent programs of the State Parties of this agreement is determined by free standing agreements of concerned parties.
Operating costs existing and creation of new space systems economic, scientific and military, content of unique testing facilities, as well as the got profit on space projects and starts of the spacecrafts performed on commercial basis are distributed according to equity of the State Parties of this agreement.
The State Parties of this agreement bear responsibility for the activities for research and use of space on conditions and according to the procedure, determined by the special agreement.
The State Parties of this agreement shall build the activities for research and use of space according to the operating international legal regulations and to coordinate the efforts directed to the solution of international legal problems of research and use of space.
The State Parties of this agreement shall make the mutually agreed decisions determining procedure for equity in financing of Interstate programs of research and use of space, provision of objects, the territories, material energy resources, compensations of the damage connected with use of the space equipment and also procedure for termination of this agreement one or all gosudarstvamiuchastnik.
The State Parties of this agreement shall provide the subjects and objects involved in accomplishment of Interstate programs of research and use of space, necessary material resources, to provide privileges in case of state regulation and the taxation, and also to resolve issues of social support and protection.
They shall when forming government budgets, since 1992, provide allocation of necessary means for implementation of Interstate programs.
The State Parties of this agreement shall conduct target training of qualified specialists in system of the higher education, research institutions and in Academies of Sciences for completing by professional personnel of objects of space infrastructure.
The State Parties of this agreement do not make decisions and do not make the actions leading to violation (difficulty) of normal functioning of the space complexes and objects of space infrastructure placed in their territories.
They shall keep and develop the available scientific and technical and potential production on designing, creation, testing and working off of the missile and space equipment within the adopted Interstate programs.
With the consent of the State Parties other states also can join this agreement.
The agreement comes into effect from the moment of signing.
It is made in the city of Minsk on December 30, 1991 in one authentic copy in state languages of the State Parties of this agreement.
The authentic copy is stored in archive of the Government of the Republic of Belarus which will send to the State Parties of this agreement its verified copy.
