The agreement on joint efforts concerning nuclear weapon

of December 21, 1991

The Republic of Belarus, the Republic of Kazakhstan, the Russian Federation (RSFSR) and Ukraine, hereinafter referred to as "State Parties",

confirming the commitment to non-proliferation of nuclear weapon, aiming at liquidation of all nuclear weapons,

wishing to promote strengthening of the international stability, agreed with following:

Article 1

The nuclear weapons which are part of the Joint strategic armed forces ensure collective security of all members of the Commonwealth of Independent States.

Article 2

The State Parties of this agreement confirm the obligation about non-use of nuclear weapon by the first.

Article 3

The State Parties of this agreement jointly develop policy on nuclear issues.

Article 4

To complete liquidation of nuclear weapon in the territories of the Republic of Belarus and Ukraine the decision on need of its application is made in coordination with heads of the State Parties of the Agreement the President of RSFSR on the basis of the procedures developed jointly by the State Parties.

Article 5

1. The Republic of Belarus, Ukraine shall join the Nuclear Non-Proliferation Treaty of 1968 as the non-nuclear states and sign the corresponding safeguards agreement with IAEA.

2. The State Parties of this agreement not transfer somebody nuclear weapon or other nuclear destructive devices and technologies, and also control over such nuclear and destructive devices, neither directly, nor indirectly; equally how not to help at all, to encourage and to induce any state which does not have nuclear weapon to production or to acquisition by any method of nuclear weapon or other nuclear destructive devices, and also control over such weapon or destructive devices.

3. Provisions of Item 2 of this Article do not interfere with movement of nuclear weapon from the territories of the Republic of Belarus, the Republic of Kazakhstan and Ukraine on the territory of RSFSR for the purpose of its destruction.

Article 6

The State Parties of this agreement according to the international Treaty will promote liquidation of nuclear weapon. By July 1, 1992 the Republic of Belarus, the Republic of Kazakhstan and Ukraine will provide export of tactical nuclear weapon on the central prefactory bases for its dekitting under joint control.

Article 7

The START treaty on ratification shall provide the governments of the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation (RSFSR), Ukraine to the Supreme Councils of the states.

Article 8

This agreement is subject to ratification. It will become effective for the 30th day after delivery of all instruments of ratification on storage to the Government of RSFSR.

It is made in Alma-Ata in one authentic copy, in the Belarusian, Kazakh, Russian and Ukrainian languages, and all texts are equally authoritative.
