The declaration between the State Parties of the Commonwealth of Independent States on nonuse of force or threats of force in relations

of March 20, 1992

State Parties of the Commonwealth,

noting that the refusal of use of force or threat of its application fixed in Articles of organization of the United Nations and in the Final act of the Organization for Security and Co-operation in Europe is the obligation which all states shall observe,

confirming the obligations to solve controversial problems by exclusively peaceful means as it was declared by heads of states of the Commonwealth of Independent States on December 21, 1991 in Alma-Ata and on February 14, 1992 in Minsk,

for the purpose of the termination of bloodshed, localization and prevention of the centers of intensity, being guided by aspiration of the people of the states of the Commonwealth to the world, safety and neighborliness,

declare as follows:

State Parties

1. Do not allow use of force or threat of its application.

2. Do not perform arms supplies in zones of the conflicts.

3. Stop attacks on military units and objects for the purpose of capture of weapon.

4. Abstain from the organization or encouragement of irregular forces to the organization or the armed gangs, including mercenaries.

5. Abstain from forcing of intensity in relations between the states of the Commonwealth.

6. In case of disputes between them it is fair and in the spirit of cooperation make efforts for in a short space of time to come to the fair decision based on international law.

For this purpose use such means of peaceful settlement of disputes as negotiations, inspection, mediation, conciliation, arbitration, legal proceedings or other peaceful means at their own choice, including any procedure of settlement approved before emergence of disputes in which they would be the parties, and apply the principles, provisions and regulations on peaceful settlement of disputes developed within the United Nations and the Organization for Security and Co-operation in Europe.

7. Encourage application of different forms of national diplomacy and public initiative for the purpose of prevention of threat of the interstate conflicts.

8. Support efforts of the international community and its institutes on settlement of the conflicts in the territory of the states of the Commonwealth.

It is made in the city of Kiev on March 20, 1992 in one authentic copy in Russian. The authentic copy is stored in Archive of the Government of the Republic of Belarus which will send to the states which signed this Convention, its verified copy.
