In pursuance of the Agreement on coordinating bodies of Commonwealths of Independent States rail transport of February 14, 1992. The governments of the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic Kyrgyzstan, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, Ukraine, meaning that until the end of 1992 separation of the general park of goods wagons and containers will be performed,

agreed as follows:

1. Approve Regulations on Council for rail transport of the State Parties of the Commonwealth it (is applied). Determine that the Provision is effective till December 31, 1992.

2. Approve Regulations on directorate of Council for rail transport of the State Parties of the Commonwealth it (is applied).

Regulations on Directorate of Council for rail transport of the State Parties of the Commonwealth

This Provision determines tasks, functions, the rights and responsibility of Directorate of Council for rail transport of the State Parties of the Commonwealth (further - "Directorate") formed by the intergovernmental agreement about coordinating bodies of rail transport of the Commonwealth of February 14, 1992.

General provisions

The directorate is permanent executive body of Council for rail transport.

The directorate will be formed and abolished by the solution of heads of governments of the State Parties of the Commonwealth.

In the activities the Directorate is guided by joint solutions of the State Parties of the Commonwealth in the field of rail transport, decisions of Council for rail transport (further - "Council") and this Provision.

The directorate is headed by the Chairman. The chairman of Directorate and his deputies are appointed to position and dismissed by Council on contractual basis for a period of 3 years.

The directorate at the request of Council can represent it in the relations with other organizations and organizations as in the territory of the State Parties of the Commonwealth, and abroad.

The directorate is legal entity, has separate balance, settlement, currency and other accounts in organizations of banks.

The directorate has office seal with the following text: "Directorate of Council for rail transport of the Commonwealth of Independent States".

Directorate location: г.Москва, Ulitsa Novo-Basmannaya, house 2.

Tasks and functions of Directorate

The main objective of Directorate is implementation of decisions of Council, coordination of omissions of traffic volumes, project development of the basic provisions regulating interaction and the economic responsibility in transit of passengers and loads between the states of the Commonwealth, and also transit transportations in messages with the third countries by the general park of cars and containers.

The following functions are assigned to Directorate:

- generalization of the plans for transportations accepted by railway administrations in the interstate message and for export;

- the organization of development of technique of settlement for transportations, use, work and repair of locomotive, car and container parks in the interstate message and control of its accomplishment;

- participation in development together with railway administrations of the regulating documents regulating the organization of transportation process in the interstate message and in messages with the third countries (the plan of forming, procedure for the direction of cars and containers, the traffic schedule, etc.), control of their execution;

- coordination and job analysis of interstate Items according to the omission of poyezdopotok;

- development of recommendations about the organization of train service in the conditions of emergency situations;

- implementation of settlement between railway administrations for the executed transportations, use of locomotive, car and container parks and their repair;

- participation in preparation of offers for railway administrations on structure and delivery of railway vehicles, containers and determination of the sizes of funds for their acquisition;

- coordination of development of bases of regulating documents on traffic safety of trains and interstate standards for ensuring transportation process on the single principles;

- participation in preparation together with railway administrations of the priority directions of complex development of rail transport, scientific research and other developments in this area;

- participation together with railway administrations in development of Specifications of loading and fixture of loads, Rules and conditions of transportations of passengers and loads, including to transfer of loads, single procedure for transportations of dangerous and perishable loads, forms of carriage documents, other regulating documents regulating relations of the parties on interstate transportations and differentiation of responsibility for their violation, including for not safety of the transported loads and baggage;

- preparation of offers on the single international tariffs on transportations of passengers, loads and baggage across the railroads of the Commonwealth countries in messages with the third countries;

- rendering assistance to railway administrations in the conclusion of bilateral agreements between the states on material logistics;

- preparation of offers on the economic responsibility for delay of cargo delivery, not safe transportation of goods, baggage and other provisions in interstate transportations and in messages with the third countries, and also in the order of the dispute resolution between railway administrations;
