The government of the Republic of Belarus and the Government of the Republic of Tajikistan, the hereinafter referred to as Parties,
understanding that the sci-tech cooperation is component of many-sided complex of the bilateral relations,
in view of factor of historically developed scientific and technical and intellectual bonds between the Republic of Belarus and the Republic of Tajikistan,
being convinced that the cooperation will promote in the field strengthening of friendship between our countries and the people,
agreed as follows.
The parties will promote creating favorable conditions for further expansion and deepening of sci-tech cooperation between two countries in the areas which are of mutual interest.
The parties agreed to develop cooperation in the field of natural, technical and the humanities, to encourage the different initiatives directed to support of joint operations, creation of material conditions, realization of joint projects and training of highly qualified personnel.
The list of the directions of cooperation can be added and specified as agreed by the parties.
The sci-tech cooperation between the Parties can be performed in the following forms:
exchange of specialists in science and technology;
exchange of scientific and technical information;
transfer of scientific and technical knowledge and experience;
carrying out joint scientific and technical surveys, and also organization of joint scientific and technological centers, laboratories, scientific groups;
the organization of seminars, symposiums and conferences, scientific and technical exhibitions for the questions which are of mutual interest;
other forms of sci-tech cooperation can be determined by the Parties in addition.
The parties consider expedient and will promote establishment of direct scientific and technical connections and the conclusion of agreements, agreements, contracts directly between the relevant research establishments, the companies, the public and private organizations of the Republic of Belarus and the Republic of Tajikistan.
Provisions of this agreement do not affect the rights and obligations of the Parties following from international agreements and the agreements signed with the third countries.
The organizations of the Parties responsible for implementation of this agreement, will be:
from the Belarusian Side - the State committee on science and technologies;
from the Tajik Side - Academy of Sciences of the Republic of Tajikistan.
The financial expenses connected with sending of specialists for accomplishment of this agreement and sci-tech cooperation between the organizations of the Republic of Belarus and the Republic of Tajikistan can be made:
at the expense of the sending party;
on the basis of currency-free equivalent exchange when about it there is arrangement of the Parties;
on the conditions which are not contradicting the legislation existing in both countries and specially stipulated in signed by the Parties agreements and agreements.
The parties for the purpose of practical execution of this agreement, implementation of the analysis and control over the implementation of the undertaken obligations can create the joint commissions for preparation of recommendations about interaction of the Parties.
This agreement becomes effective from the date of its signing, will be effective within five years and is automatically prolonged for the next five years if any of the Parties does not inform another on need of change or cancellation of the Agreement in six months prior to the expiration of the corresponding term.
It is made in Dushanbe on April 5, 2000 in duplicate, everyone in the Russian and Tajik languages, and texts are equally authoritative. In case of disagreements in interpretation the text in Russian will be considered as the basic.
