The government of the Republic of Belarus and the Government of the Republic of Tajikistan which are hereinafter referred to as with the Parties

based on arrangements on the principles of recognition and nostrification of documents on academic degrees, comparability of academic degrees, proceeding from historically developed close interconnection in science, the equipment, education and culture,

aiming at preserving single scientific space, recognizing feasibility of interstate cooperation in increase in efficiency of systems of certification scientific and research and educational personnel of the top skills,

confirming the aspiration to continue mutually beneficial cooperation in the field of certification scientific and research and educational personnel of the top skills,

agreed as follows:

Article 1

Authorized bodies under this agreement are the relevant state bodies of certification of the Parties.

Article 2

Authorized bodies of the states of the Parties:

hold mutual consultations in case of development of concepts of development of national systems of certification and requirements to certification scientific and research and educational personnel of the top skills, and also national lists (nomenclatures) of professions of scientists;

provide comparability of the main requirements to job seekers of academic degrees in the state systems of certification scientific and research and educational personnel of the top skills.

Article 3

Authorized bodies of the states of the Parties develop cooperation in the field of certification scientific and research and educational personnel of the top skills by means of:

creations of equal conditions for carrying out protection of theses by job seekers - citizens of the Republic of Belarus in councils on protection of theses of the Republic of Tajikistan, and job seekers - citizens of the Republic of Tajikistan - in councils on protection of theses of the Republic of Belarus;

timely mutual informing on changes in the state systems of certification scientific and research and educational personnel of the top skills of the states of the Parties, exchange of the corresponding regulations and other materials concerning certification of this personnel.

Article 4

For improvement of quality of examination of dissertation works authorized bodies of the states of the Parties help:

to participation of the leading scientists and specialists of the state of other Party in work of councils on protection of theses, and also as opponents in case of protection of theses;

to conducting additional examination of the theses defended in councils on protection of dissertations of the Republic of Belarus in councils on protection of theses of the Republic of Tajikistan, and conducting additional examination of the theses defended in councils on protection of dissertations of the Republic of Tajikistan in councils on protection of theses of the Republic of Belarus.

Article 5

The parties recognize the qualification documents of the state sample on award of academic degrees and assignment of academic (scientific and pedagogical) statuses issued by authorized body of the state of other Party in the territories of the states.

Recognition of documents of the state sample on award of academic degrees and assignment of academic (scientific and pedagogical) statuses does not involve unconditional distribution on their owners of the rights established by the Parties in the territory of the states for job seekers of national state documents.

Comparability (equivalence) of qualification documents of the state sample on academic degrees and academic (scientific and pedagogical) statuses is established in the course of recertification of their owners.

Recertification is carried out by state body of certification of the state which citizen is the job seeker or in the territory of which he constantly lives, on the mechanism developed by each Party.

Article 6

The parties hold necessary joint events for experience exchange of process control of certification scientific and research and educational personnel of the top skills, directed to its enhancement.

Article 7

Participation in this agreement does not limit the rights of the Parties to use of other forms of cooperation in the field of certification scientific and research and educational personnel of the top skills.

Article 8

On the specific questions connected with implementation of this agreement supplementary agreements and protocols can be signed.

Article 9

Changes and additions can be made to the text of the Agreement on mutual consent of the Parties.

Article 10

The matters of argument connected using or interpretation of this agreement, are permitted by consultations and negotiations.

Article 11

This agreement becomes effective from the date of receipt of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its entry into force.

This agreement will be effective within five years, and the term of its action will be prolonged automatically for the subsequent five-year periods if any of the Parties does not declare the intention to terminate this Agreement by the written notice no later than six months before the expiration of the corresponding period of its action.

It is made in the city of Dushanbe on April 5, 2000 in three authentic copies, everyone in the Belarusian, Tajik and Russian languages, at the same time all texts are equally authoritative.
