About some measures for enhancement of the organization and further development of works in the field of commodity numbering and bar coding in the Republic of Belarus

For the purpose of enhancement of the organization and further development of works on implementation in the republic of commodity numbering and bar coding in the International system of commodity numbering, providing conditions on forming of nation-wide information base for the automated accounting and control of commodity-transport flows, and also in the Council of Ministers of the Republic of Belarus world market decides increases in competitiveness of the Belarusian goods:

1. Enter since October 1, 2000 obligatory marking by bar identification codes of the goods (products) made by legal entities and individual entrepreneurs in the territory of the Republic of Belarus and exported on which drawing bar identification codes is technically feasible.

2. Approve the enclosed Regulations on commodity numbering and bar coding of goods (products) in the Republic of Belarus.

3. To the Ministry of Foreign Affairs, the Ministry of Trade, the Ministry of Economics, the Belarusian Chamber of Commerce and Industry, the State Customs Committee and another interested till July 1, 2000 to make if necessary corresponding changes and additions to the regulatory legal acts regulating procedure for the foreign trade transactions proceeding from obligation of marking by bar identification codes of the goods (products) exported.

4. To industry ministry together with the Ministry of Trade, the State committee on science and technologies, another interested till July 1, 2000 to consider the possibility of production in the republic of the equipment for shaped identification, if necessary to prepare and in accordance with the established procedure to introduce the appropriate program of works in Council of Ministers of the Republic of Belarus.

5. For the purpose of providing state bodies with information on the goods (products) marked by bar identification codes to agree with offers of the State committee on science and technologies and the Ministry of Economics on creation of the automated information system of maintaining depositary of bar codes and the organization to it remote access on the basis of international standards of data exchange.

To the state committee on science and technologies to provide works on creation of such system in the draft of the state program of informatization for 2001-2005.

6. To the state committee on science and technologies with participation of Association of commodity numbering of EAN of Belarus and another interested till July 1, 2000 to prepare and bring in the State committee on standardization, metrology and certification of the offer on development of standards in the field of commodity numbering and bar coding.

7. To the ministries, other republican state bodies, associations subordinated to the Government of the Republic of Belarus, local executive and administrative organs:

take necessary measures for ensuring fulfillment of requirements of this resolution;

carry out during 2000 the analysis of condition of works on implementation of bar coding in industries, if necessary to prepare and in accordance with the established procedure to make relevant proposals in the State committee on science and technologies.

To the state committee on science and technologies to generalize the provided materials and if necessary to prepare together with interested and to introduce in accordance with the established procedure the draft decision of the Government of the Republic of Belarus on the matter.

Regulations on commodity numbering and bar coding of goods (products) in the Republic of Belarus

3. System of commodity numbering of EAN - the international system of commodity numbering providing unambiguous identification of goods in system of the international goods turnover by assignment to goods 13-or 8-digit commodity number applied on goods in barcode type, and supported by International association of commodity numbering of EAN (EAN International).

4. System of Yu-Si-Si - the system of commodity numbering providing unambiguous identification of goods in the territory of the USA and Canada by assignment to goods 12-or 7-digit commodity number applied on goods in barcode type, and supported by the Joint Council of coding.

5. The EAN system of Belarus - the Belarusian national system intended for numbering of goods, services, accounts and arrangements and which is acting on the basis of the legislations of the Republic of Belarus and international treaties of the Republic of Belarus, being part of the International system of commodity numbering and realized through Association of commodity numbering of EAN of Belarus.

6. Association of commodity numbering of EAN of Belarus (EAN of Belarus) the non-profit non-governmental organization which is the member of International association of commodity numbering of EAN and performing implementation of the International system of commodity numbering in the Republic of Belarus.

7. Shaped identification - method of automatic identification in case of which recognition of object happens to the help of the special reading-out technical means (scanners) with the digital or alphanumeric code presented in the form of the sequence of strokes and gaps.

8. Automatic identification - method of recognition of object by means of special technical means.

9. Identification - method of recognition of object on one or several attributes which values unambiguously describe each determined object.

10. Bar coding - method of representation of attribute (attributes) of the object which is subject to automatic identification in case of which the digital or alphanumeric code of attribute (attributes) of object is represented in the form of strokes and gaps which sizes and the sequence are created by in advance determined rules.

11. Commodity number - the unique digital number assigned to goods (products) according to the rules established by the International system of commodity numbering and intended for its unambiguous identification.
