About approval of the Technical regulation "Requirements to Safety of Designs from Other Materials"

(as amended of the Order of the Government of the Republic of Kazakhstan of 23.07.2013 No. 735)

For the purpose of implementation of the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Technical regulation "Requirements to Safety of Designs from Other Materials".

2. This resolution becomes effective after six months from the date of the first official publication.

Technical regulation "Requirements to Safety of Designs from Other Materials"

1. Scope

1. This Technical regulation "Requirements to Safety of Designs from Other Materials" (further - the Technical regulation) establishes requirements to safety of designs from other materials, to processes of their designing, production, transportation, storage, use and utilization.

Objects of technical regulation in this Technical regulation are:

1) the designs of the protecting front and translucent designs from glass applied in buildings and constructions (further - designs);

2) design processes, productions, transportations, storages, uses and utilizations of designs (lifecycle).

2. General requirements of mechanical, fire, sanitary and epidemiologic and radiation safety of designs are established by the Ecological code of the Republic of Kazakhstan of January 9, 2007 and the Labor code of the Republic of Kazakhstan of December 19, 2007, the laws of the Republic of Kazakhstan: of November 22, 1996 "About fire safety", of April 23, 1998 "About radiation safety of the population", of July 16, 2001 "About architectural, town-planning and construction activities in the Republic of Kazakhstan", of April 3, 2002 "About industrial safety on hazardous production facilities", of December 4, 2002 "About sanitary and epidemiologic wellbeing of the population", the Order of the Government of the Republic of Kazakhstan of February 4, 2008 No. 96 "About approval of the technical regulation "Safety of Construction Materials, Products and Designs".

3. Identification needs to be carried out according to data and characteristics, on marking and accompanying documents, parameters, indicators and requirements which are in total sufficient for reference of design to specific type of konstruktsiiograzhdayushchy front or translucent design from glass, applied in buildings and constructions.

4. Identification of designs is carried out by the following methods:

1) according to the accompanying documentation and or visually;

2) by tool method;

3) testing.

5. The major dangerous factors (risks) which it is necessary to avoid in processes of lifecycle of design are:

1) in case of use of heat-insulating material harmful factors are dust of mineral fiber and flying components of the removing dust additives (vapors of hydrocarbons) causing irritation of mucous membrane of the upper airways and itch of skin;

2) the increased noise level and vibrations;

3) mobile parts of the equipment, tool, the moving products, procurements, materials;

4) the flying-away splinters and particles of materials for production;

5) sharp edges, agnails, roughness on the surfaces of procurements, tools, the equipment, waste;

6) availability of dangerous radiations (radioactive, x-ray, ultra-violet, thermal);

7) influence of factors of the environment (temperature, humidity, chemical aggression);

8) in case of transportation the swaying cargo during movement can be displaced or stall;

9) in case of works on installation of design there is danger of fall of the mounted elements from lifting mechanisms, mounting devices, the woods or scaffolding;

10) possibility of ignition of designs of the hinged ventilated facades in case of their installation as a result of non-compliance with fire safety regulations, when carrying out welding works with use of front systems for protection of heater of combustible moisture protective membranes;

11) distribution of dangerous factors of the fire (flame, smoke, toxic products of burning) and in case of the fire - capability to lose the constructive appointment that can lead to destruction of designs of facade;

12) in case of big wind loadings of design from other materials can be destroyed and pulled out by wind;

13) danger of loss of large splinters of glass from upper floors of buildings in case of destruction of translucent designs from glass, their loss from frames;

14) the falling elements of designs constitute serious danger to people, especially in case of the fire in high rise buildings;

15) possibility of collision of people with the design from glass made of colourless transparent sheet glass.

6. This Technical regulation does not extend to the designs which were in the use and reusable in construction.

2. Terms and determinations

7. In this Technical regulation the basic concepts used in legal acts in the field of technical regulation in the field of architectural, town-planning and construction activities are applied and the following terms are in addition used:

1) glass with the mirror (reflecting) covering - the glass having raised (in comparison with sheet glass) coefficient of reflection of visible light;

2) translucent designs frost-resistant - the designs having the increased resistance to impact of low temperatures;

3) the secondary striking factors of air shock volnyfragmenta of the objects destroyed as a result of impact of primary striking factors of air shock wave including splinters of the protecting front designs and glazing;

4) the glass with covering acquiring additional properties when drawing coverings on it (except for paint and varnish);

5) resistance to heat transfer - the relation of difference of ambient temperatures on both sides of design from glass to density of thermal flow;

6) translucent design from laminated noise-protective glass - the design providing raised (in comparison with other types of laminated glass) the soundproofing properties;
