 This Law establishes general rules of search, obtaining, preparation, transfer, production and distribution of mass information in the Azerbaijan Republic, and also organizational, legal and economic basis of activities of seal, news agencies, television and the radio-organizations, the complete, reliable and operational information directed to implementation of the rights of citizens to obtaining.

Chapter I. General provisions

Article 1. Freedom of mass information

Mass information in the Azerbaijan Republic is free.

Freedom of mass information is based on guaranteeing by the state the right of citizens to search, obtaining, preparation, transfer, production and distribution of information in the legal way.

The organization of mass media, ownership, use, the order them, search, obtaining, preparation, transfer, production and distribution of mass information are not subject to restrictions, except cases, stipulated by the legislation the Azerbaijan Republic about mass media.

Article 2. Scope of this Law

This Law extends to all mass media established in the territory of the Azerbaijan Republic and also for created beyond its limits, - only in the part concerning distribution of products of mass media only in the territory of the Azerbaijan Republic.

Article 3. Basic concepts

The concepts used in this Law express the following values:

mass information - the printing, audio-, audiovisual messages intended for general use and other information which search, obtaining, preparation, transfer, production and distribution are not limited to the legislation of the Azerbaijan Republic;

mass media - periodic printing editions, teleradio programs, news agencies, the Internet, information resource, the program of newsreel and other forms of distribution;

teleradio programs and programs of newsreel - set of audio-, audiovisual messages and materials (transfers) having the permanent name and issued in air at least once a year;

periodic printing editions - the newspapers and the logs which are printed at least 2 times a year, collections, bulletins and other periodicals prepared by means of printing process or this or that copy equipment, having more than 100 copies of one-time circulation, the permanent name and the current issue which are published at least twelve times a year;

products of mass media - the circulation or part of circulation of separate number of the printing edition, separate release of teleradio programs, programs of newsreel, circulation or part of circulation audio-or videos of the program;

distribution of products of mass media - sale or distribution of periodic printing editions, teleradio programs, audio-or videos of programs, broadcast of teleradio programs, demonstration of programs of newsreel;

specialized mass media - mass media for which production (distribution) of products this Law establishes special rules;

the editor-in-chief - the editor-in-chief (editor) or the replacing his face leading the printing edition; in the teleradio organizations - person which is granting permission for broadcasting (programs);

the publisher - publishing house, other organization (owner) performing material logistics of production of the printing edition, equated to the publisher physical person or legal entity for which the specified type of activity is not the main source of the income;

the distributor - the physical person or legal entity performing distribution of products of mass media according to the agreement signed with edition or the publisher or on other legal causes;
