The memorandum of increase in efficiency of the Agreement on collective security of May 15, 1992 and its adaptation to modern geopolitical situation

The State Parties of the Agreement on collective security of May 15, 1992 (further - the Agreement) which signed this Memorandum (further - the State Parties),

being guided by the purposes and the principles of Articles of organization of the United Nations and obligations assumed within Organization for Security and Cooperation in Europe

confirming the commitment to the purposes and the principles of the Agreement, including its important instrument of ensuring stability and safety in the Eurasian region,

noting important role of the Agreement which he played in case of formation of the independent State Parties, maintenance of close cooperation and mutual assistance in military-political area, and also ensuring national security,

wishing to make common efforts on strengthening of system of their collective security and believing that for achievement of this purpose they need to take the joint efforts directed to increase in efficiency of the Agreement and its adaptation to modern geopolitical situation

agreed as follows:

1. Increase efficiency of activities of interstate bodies of system of collective security for the questions connected with implementation of the Agreement and forming of efficient system of collective security in strict accordance with the established regulations to hold sessions and meetings of these bodies.

2. To practice regular exchange of information on topical issues of international situation more widely, and first of all regional security, and also the key international problems which are of mutual interest to deepening of cooperation within the Agreement.

Carry out quarterly, first of all on the eve of the important international forums, consultation at the high level of the interested ministries and departments of the State Parties concerning the international and regional security for development on them the approved line items.

3. Start in 2000 practical implementation of measures for forming on the basis of arrangements between the respective State Parties of regional systems of collective security and to creation of the relevant joint governing bodies.

4. Understanding importance for interests of ensuring homeland and collective security of questions of equipment of their Armed Forces with modern samples of arms and military equipment and security with the qualified military personnel, the State Parties are considered necessary in the nearest future to develop and accept the interstate documents providing including preferential terms for development of military and technical cooperation within the Agreement.

5. The State Parties agreed that interaction within the Agreement requires vigorous joint efforts on counteraction to new challenges and threats of the homeland, regional and international security. Acknowledged necessary that interstate bodies of Council of collective security stirred up activities on this direction, taking the specific actions directed to resolute fight against the international terrorism.

For the purpose of coordination of efforts in this area it is reasonable to create, as consultative body of Council of collective security, Committee of secretaries of the Security Councils of the State Parties.

Being participants of multi-lateral agreements and agreements within the CIS and at the all-European level on these questions, the State Parties will approve actions of the competent authorities for accomplishment within the Agreement of the corresponding obligations.

6. The State Parties, supporting more complete use of opportunities of the Agreement for the benefit of prevention and settlement of the conflicts in their territory, along with use of the provided mechanisms of consultations, will consider question of creation under special design bureau of also consultative mechanism on problems of peacekeeping activities and will start, according to the national legal system, work on forming of collective peacekeeping forces of bystry expansion.

7. The State Parties hold the unanimous opinion that the cooperation within the Agreement does not limit their sovereign rights to development of military cooperation with the third countries and the international organizations. At the same time the State Parties recognize that they will inform contractual partners on the purposes and nature of the military-political contacts with the third countries and the international organizations for the international and regional security.

8. The State Parties, confirming openness of the Agreement for accession to it of all states sharing its purposes and the principles will provide attractiveness of the Agreement for the third countries in political, military and economic spheres.

It is made in the city of Minsk on May 24, 2000 in one authentic copy in Russian. The authentic copy is stored in the Secretariat of Council of collective security which will send to the states which signed this Memorandum, its verified copy.
