Collective Security Treaty Organization,
emphasizing importance of the fastest and complete implementation of the Action program on prevention and eradication of illegal trade in small arms and light weapons in all its aspects and fight against it which was accepted at the Conference of the United Nations on problem of illegal trade in small arms and light weapons in all its aspects;
with satisfaction noting the regional, subregional and national efforts made in support of implementation of the Action program and highly appreciating the progress made for last five years;
expressing commitment to the high purposes of the Action program and readiness in every possible way to promote their achievement,
informs conferees that state members of the CSTO took the following measures for implementation of the Action program:
- made the agreed decisions concerning small arms and light weapons within the Collective Security Treaty Organization;
- enhanced the national legal system in the field of export control;
- promoted development, acceptance and implementation of measures of regional nature within OSCE; participate in projects implementation of OSCE, the excesses of small arms and light weapons directed to destruction and increase in safety of its storage;
- in voluntary procedure undertake measures for liquidation of excesses of inventories of the mobile surface-to-air missile systems (MSTAMS) and approved additional measures for control of this type of weapon for the purpose of prevention of its hit in hands of non-governmental structures and organizations, including the international terrorists;
- are open for cooperation on prevention and eradication of illegal trade in small arms and light weapons in all its aspects and fight against it against all countries, groups of the states, the organizations interested in such cooperation and in this regard express support to efforts of all state members of the UN, groups of the states, international organizations, non-governmental organizations in implementation of the Action program;
- welcome adoption of the International document allowing the states timely and to reliably reveal and trace illegal small arms and light weapons, and support its complete implementation at the global, regional and national levels.
The CSTO considers that approval of additional measures for practical program implementation of actions which potential is still not exhausted, during the period after 2006 shall become one of main objectives of the Conference. State members of the CSTO believe that these additional measures can be developed by the Conference without modification of the text of the document.
The CSTO as additional measures which can make contribution to implementation of the Action program of the UN,
supports strengthening of control of broker activities in connection with trade in small arms and light weapons and for the beginning of work of group of government experts as soon as possible, after completion of work of survey Conference;
supports the beginning of subject discussions within the Action program of the UN concerning strengthening of control of transfers of small arms and light weapons to non-governmental structures and the organizations;
supports development and acceptance under the auspices of the Action program of package of measures for counteraction to uncontrollable deliveries of small arms and light weapons, including PZRK, and also to the production performed without license or permission of the country of the initial producer and the owner of the production technology.
The CSTO opposes the far-fetched restrictions interfering legal trade and suggests to concentrate without prejudice to national line items attention during the Conference on those steps which will promote eradication of illegal trade and the address of small arms and light weapons. State members of the CSTO express readiness to take part in discussion of the initiatives connected with legal deliveries of small arms and light weapons in the context of suppression of illicit trafficking in arms.
