The statement of Heads of states of the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan in connection with safety hazards in the region of Central Asia

We, participants of the Bishkek session of Council of collective security of the State Parties of the Agreement on collective security, express the concern in the amplifying manifestations of the international terrorism and extremism in Central Asia.

The State Parties of DKB consider that it creates direct safety hazard of the countries of the region and leads to long-term destabilization of situation.

The main source of instability in the region is the continuous conflict in Afghanistan which became to one of the world centers of the international terrorism and drug trafficking.

Serious threat is posed by also possible emergence of large-scale humanitarian effects that already now demands from the international organizations of acceptance of practical measures of preventive nature and rendering financial support to civilians.

We urge the world community to activate settlement process of situation in Afghanistan. Without stability in this country there will be no stability in nearby regions. Only collective international efforts it is possible to render real assistance to peace-making in Afghanistan and by that to promote strengthening of stability and safety in Central Asia.

Considering danger of possible escalation of situation in the region, the State Parties of the Agreement on collective security suggest to hold special meeting of the UN Security Council for the purpose of development of specific measures for settlement of the Afghan problem with participation of all parties involved in the conflict.

It is problem not only regional scale, it bears danger to the whole world.

We call the UN, OSCE, OIC, all world community to support efforts of the State Parties of the Agreement on collective security in fight against the international terrorism and extremism, to start development of the coordinated practical measures directed to prevention of this global threat.

We also confirm the determination to collectively resist to any manifestations of terrorism, political and religious extremism and separatism in zone of responsibility of the Agreement on collective security.

Participants of the Session firmly declare that any attempts to violate the territorial integrity of the Central Asian gosudarstvuchastnik of the Agreement will be resolutely stopped by our common efforts.

The State Parties of the Agreement on collective security which are directly exposed to the armed shares of extremism and terrorism will be given necessary assistance for fight against them. Agreement parties will take further measures for forming of regional systems of collective security, for deepening of cooperation in the military-political sphere.
