We, Chapters of state members of the Collective Security Treaty Organization, at the meeting in year of the 15 anniversary of the Agreement on collective security declare that the historical choice made by our countries for benefit of combination of efforts on peacekeeping and safety on Eurasian space completely was repaid. The agreement signed in 1992 in the city of Tashkent carries out the main task on providing favorable conditions for development of state members of the Organization, proves the efficiency as the important instrument of strengthening of the international security and stability.

For the period which passed from the moment of agreement signature our states make significant efforts on maintenance and strengthening of stability, development of military and military and technical cooperation, expansion of interaction on the international scene, development of joint efforts on counteraction to general challenges and threats.

Milestone on this difficult way was creation in 2003 to the Collective Security Treaty Organization which considerably strengthened afterwards the potential, acquired parliamentary measurement, turned into important factor of the world and stability.

We note that for the last 15 years the world did not become safer and stabler, and the international relations even more often are characterized by sharpening of intensity. Terrorism, extremism, narcocrime, illegal migration, attempts of weakening of non-proliferation regime of weapons of mass destruction are instability sources at the regional and global levels.

The organization makes the significant contribution to overcoming threats and challenges of the present. Are convinced that for more effective solution of these problems involvement of all available international community of political and diplomatic tools is required. We support development of cooperation of the CSTO with the UN and other universal and regional organizations, first of all, operating on Eurasian space.

In this regard we speak in favor for the candidacy of Kazakhstan on presidency in OSCE in 2009 and are convinced that it will allow to give new impulse to development and updating of the Organization, in practice will provide equality of all her participants and observance of fair geographical balance in the leading structures of OSCE.

Big concern is caused by the conflict potential accumulating in close proximity to zone of responsibility of the CSTO that is fraught with emergence of new dividing lines, revival of the atmosphere of mistrust and suspiciousness. Certain danger is born in themselves by the ideas and settlement plans of "the refrigerated conflicts" by power methods, out of format of the existing negotiation processes.

Seriously the developing situation around the nuclear program of Iran disturbs. We support strict accomplishment of the obligations provided by international agreements, at the same time we call for the solution of this problem by exclusively peaceful means.

Especially difficulties of post-conflict arrangement of Afghanistan from where general continues to proceed for all international community narcoterrorist threat disturb. In this regard, we urge all concerned parties to combine efforts on counteraction to narcotic threat, including by carrying out joint transactions on suppression of drug traffic.

At this conjuncture paramount importance is acquired adaptation of the Organization to new tendencies in world development and its active participation in forming of modern architecture of the international security. The perspective directions of development of the CSTO - participation in peacekeeping activities, adjustment of mechanisms of emergency response of natural and technogenic nature, counteraction of illegal migration, ensuring information security of state members - will even more strengthen the capacity of the Organization, will allow to transform it to multipurpose and effective structure of safety.

Fully realizing responsibility for providing the world and stability for the purpose of forward development of the countries and the people, we confirm again determination to strengthen political interaction, to enhance military and military and technical cooperation, to increase efficiency of common efforts on counteraction to modern challenges and threats, and also to promote strengthening of stability in the countries, adjacent with state members of the CSTO, to create system of flexible and timely response to any crisis changes in international situation, to develop for this purpose cooperation with interested countries and the organizations.
