Government of the Russian Federation and Inter-parliamentary Assembly of the State Parties of the Commonwealth of Independent States

for the purpose of providing favorable conditions for activities of Inter-parliamentary Assembly of the State Parties of the Commonwealth of Independent States in the territory of the Russian Federation and settlements of the mutual relations,

based on the Convention on Inter-parliamentary Assembly of the State Parties of the Commonwealth of Independent States of May 26, 1995,

being guided by the conventional principles and rules of international law,

in view of that the place of stay of Inter-parliamentary Assembly of the State Parties of the Commonwealth of Independent States is the city of St. Petersburg,

agreed as follows:

Article 1

For the purposes of this agreement of the concept "Inter-parliamentary Assembly" and "officials of Inter-parliamentary Assembly" matter, determined respectively by the Items "in" and "g" of article 2 of the Convention on Inter-parliamentary Assembly.

Article 2

The inter-parliamentary Assembly performs the activities in the territory of the Russian Federation independently according to the Convention on Inter-parliamentary Assembly and the Federal Law of the Russian Federation on its ratification and holds events for the place of the stay without additional approval of public authorities of the Russian Federation.

Article 3

Fixing to Inter-parliamentary Assembly of the property which is in the Russian Federation in state-owned property and the order with the fixed property are performed according to the procedure, provided by the civil legislation of the Russian Federation for public institutions.

Article 4

The inter-parliamentary Assembly is exempted from all taxes, charges, duties and other payments, collectable in the territory of the Russian Federation, except for those which represent payment for specific types of servicing.

Article 5

Public authorities of the Russian Federation render assistance to Inter-parliamentary Assembly in providing with service premises, in their equipment and protection, and also in provision of communication services and utilities by it on conditions, stipulated by the legislation the Russian Federation for federal bodies of the government, and taking into account the place of stay of Inter-parliamentary Assembly.

The special types of communication providing confidentiality of information transfer, according to the procedure, determined by the Government of the Russian Federation are provided to inter-parliamentary Assembly.

Article 6

Public authorities of the Russian Federation render assistance to the persons which are arriving to the Russian Federation or leaving the Russian Federation for Inter-parliamentary Assembly in free crossing of frontier of the Russian Federation, passing of border and customs control, ensuring their personal security.

Article 7

Officials of Inter-parliamentary Assembly are the international civil servants and in case of accomplishment of the service duties are independent of public authorities of the Russian Federation.

Officials of Inter-parliamentary Assembly observe the legislation of the Russian Federation, respect traditions and customs of its people and not make the actions causing damage to its legitimate interests.

Article 8

Officials of Inter-parliamentary Assembly have no right to be engaged in political activities and cannot use the official position for the benefit of political parties and other public associations.

Officials of Inter-parliamentary Assembly cannot be engaged in other paid activities, except scientific, pedagogical and other creative activities.

Article 9

Official IDs of officials of Inter-parliamentary Assembly are recognized public authorities of the Russian Federation as the documents certifying the status of these persons and confirming their rights to the privileges and immunities provided by the Convention on Inter-parliamentary Assembly and this agreement.

Article 10

Officials of Inter-parliamentary Assembly, except privileges and immunities, stipulated in Article 15 Conventions on Inter-parliamentary Assembly,

use immunity from criminal, civil and administrative jurisdiction of the Russian Federation concerning the actions made by them in case of accomplishment of the service duties, and their property concerning the same actions - immunity from search, arrest and requisition;

are exempted from obligation to give evidences as witnesses concerning the circumstances connected with activities of Inter-parliamentary Assembly.

Article 11

Privileges and immunities of the officials of Inter-parliamentary Assembly who are citizens of the Russian Federation cease to be effective from the moment of the termination of their powers, and the officials of Inter-parliamentary Assembly who are not citizens of the Russian Federation - from the moment of their departure from the Russian Federation provided that this departure happened no later than two weeks from the moment of the termination of their powers.

Immunity concerning the actions made in case of accomplishment of service duties remains for officials of Inter-parliamentary Assembly and after the termination of their service in Inter-parliamentary Assembly.

Article 12

The procedure for revenues to service, its passings, certifications and dismissals of officials of Inter-parliamentary Assembly is determined in relation to procedure, stipulated by the legislation the Russian Federation about public service.

To the officials of Inter-parliamentary Assembly who are citizens of the Russian Federation, operating time in Inter-parliamentary Assembly is set off in length of service as government employees of the Russian Federation.

Article 13

Medical and transport attendance of officials of Inter-parliamentary Assembly is made at the expense of means of Inter-parliamentary Assembly on conditions, stipulated by the legislation the Russian Federation for the corresponding categories of the state positions of the federal government employees of the Russian Federation specified in Appendix to this agreement which is its integral part, and taking into account the place of stay of Inter-parliamentary Assembly.
