Approve the enclosed Regulations on the organization of conversion of drugs and psychotropic substances.

Regulations on the organization of conversion of drugs, psychotropic substances and their precursors

1. This Provision establishes procedure for conversion of drugs, psychotropic substances and the drugs entered in the list I of the list, the psychotropic substances and their precursors which are subject to control in the Russian Federation, No. 681 approved by the Order of the Government of the Russian Federation of June 30, 1998 (further - the list), precursors of drugs and psychotropic substances (further - precursors) for the purpose of receipt of other drugs or psychotropic substances, the medicines entered in lists II and III of the list, and precursors and also for the purpose of obtaining on their basis of the substances which are not drugs, psychotropic substances or precursors or conversions in production process of products which are not containing drugs and psychotropic substances (further - conversion).

2. The drugs, psychotropic substances or precursors which are subject to control in the Russian Federation, including withdrawn from illicit trafficking are subject to conversion.

3. Conversion of drugs, psychotropic substances and precursors is performed by the state unitary enterprises in the presence at them the license for the activities connected with drug trafficking, psychotropic substances and precursors with the right to their conversion, in accordance with the legislation of the Russian Federation about technical regulation. Conversion of the psychotropic substances entered in the list III of the list for the purpose of obtaining on their basis of the substances which are not psychotropic substances can be performed in the presence of the corresponding license by other legal entities irrespective of their patterns of ownership.

4. The legal entities performing conversion of drugs, psychotropic substances and precursors represent to the Ministry of Internal Affairs of the Russian Federation in and the Ministry of Industry and Trade of the Russian Federation:

annually, no later than October 15, - data on the planned amount of conversion of drugs, psychotropic substances and precursors for the next year in form according to appendix No. 1;

within 30 days from the date of conversion implementation - data on the processed drugs, psychotropic substances and precursors in form according to appendix No. 2.

Data are represented on each drug, psychotropic substance and precursor. At the same time their quantity is specified in terms of the operating drug, psychotropic substance and precursor.

Data concerning drugs, the psychotropic substances and precursors withdrawn from illicit trafficking are represented separately in the forms provided in appendices No. 1 and No. 2 to this Provision.

The copy of the decision on the address of drugs and psychotropic substances made in accordance with the established procedure in the income of the state and about transfer to their legal entity for further conversion is attached to the data on the planned amount of conversion of the drugs, psychotropic substances and precursors withdrawn from illicit trafficking represented in the form provided in appendix No. 1 to this Provision.

5. The Ministry of Internal Affairs of the Russian Federation uses the data received according to item 4 of this provision:

for confirmation of conformity of total quantity of the drugs planned to conversion and psychotropic substances to the data on need of the Russian Federation for drugs and psychotropic substances received in accordance with the established procedure from the Ministry of Health of the Russian Federation;

for accounting of amount of the processed drugs and psychotropic substances in case of creation of reports of the Russian Federation on the types of activity connected with drug trafficking and psychotropic substances according to international treaties of the Russian Federation.

6. Control of conversion of drugs, psychotropic substances and precursors sushchestvlyatsya in accordance with the legislation of the Russian Federation about drugs, psychotropic substances and precursors.
