Approve the enclosed Regulations on the organization of conversion of drugs and psychotropic substances.

1. This Provision establishes procedure for conversion of drugs, psychotropic substances and the drugs entered in the list I of the list, the psychotropic substances and their precursors which are subject to control in the Russian Federation, No. 681 approved by the Order of the Government of the Russian Federation of June 30, 1998 (further - the list), precursors of drugs and psychotropic substances (further - precursors) for the purpose of receipt of other drugs or psychotropic substances, the medicines entered in lists II and III of the list, and precursors and also for the purpose of obtaining on their basis of the substances which are not drugs, psychotropic substances or precursors or conversions in production process of products which are not containing drugs and psychotropic substances (further - conversion).
2. The drugs, psychotropic substances or precursors which are subject to control in the Russian Federation, including withdrawn from illicit trafficking are subject to conversion.
