About the state forecasting of social and economic development of the Kyrgyz Republic

This Law determines the purposes and content of system of the state forecasts and programs of social and economic development of the Kyrgyz Republic, regulates general procedure for development of the specified forecasts and programs.

The forecast of social and economic development of the Kyrgyz Republic - system of evidence-based ideas of the directions, criteria, the principles, the purposes and priorities of social and economic development of the Kyrgyz Republic for the forthcoming period with indication of the main predicted indicators and target reference points.
The state forecasting of social and economic development of the Kyrgyz Republic - process of development by state bodies, local government bodies, scientific and educational, commercial organizations and organizations, business entities in which authorized capital the state share constitutes over 30 percent, forecasts of social and economic development of the country for the short-term, medium-term and long-term periods.

System of the state forecasting in the Kyrgyz Republic - the set of the interconnected elements consisting of the principles, documents, processes and participants of the state forecasting, providing development of the country on long-term (for 10 years and more), medium-term (from 3 to 5 years) and short-term (till 1 year) the periods.
Process of the state forecasting is performed by means of application of package of measures for development, approval, realization, monitoring, assessment, adjustment, control of realization of the adopted regulatory legal acts.
The state forecasting covers the activities of public authorities and other participants of development of the country directed to increase in level of social and economic development of the Kyrgyz Republic, improvement of quality of life of citizens and ensuring economic safety of the country.
The state forecasting includes:
- the long-term forecast of social and economic development of the Kyrgyz Republic for ten years and more, is adjusted time in five years;
- the mid-term forecast of social and economic development of the Kyrgyz Republic from three to five years, is annually adjusted;
- short-term forecast of social and economic development of the Kyrgyz Republic the forthcoming year.
The government of the Kyrgyz Republic determines procedure for development of the state forecasts of social and economic development of the Kyrgyz Republic (further - the forecast of social and economic development) on long-term, medium-term and short-term prospects.
2. The forecast of social and economic development is basis for drafting of the State Budget of the Kyrgyz Republic for the corresponding period, and also for the next fiscal year and two subsequent predicted years.
3. Forecasts of social and economic development are developed on the basis of the complex analysis of demographic situation, intellectual, scientific and technical potential, cumulative national wealth, social policy, external provision of the Kyrgyz Republic, condition of natural resources and the prospects of change of the specified factors.
4. Forecasts of development of strategically important sectors of economy can separately be developed.

6. Forecasts of social and economic development are developed in various options considering probable impact of internal and external political, economic, social and other factors.
Forecasts of social and economic development include quantitative indices and quality characteristics of development of macroeconomic situation, economic structure, scientific and technical development, foreign economic activity, dynamics of production and consumption of GDP, level and quality of life, ecological situation, social policy, and also education systems, population healthcare and welfare.

8. The predicted parameters of social and economic development are nation-wide forecast reference points of social and economic development of the Kyrgyz Republic which affirm the Government of the Kyrgyz Republic no later than March 31 of the year preceding the predicted period.
9. Forecasts of social and economic development of the Kyrgyz Republic are published in mass media.

2. Participants of the state forecasting are executive bodies, local government bodies, the scientific and educational, commercial organizations and organizations, business entities in whose authorized capital the state share constitutes over 30 percent.

Results of the state forecasting of social and economic development of the Kyrgyz Republic are used in case of development and acceptance by Jogorku Kenesh, Government of the Kyrgyz Republic, executive bodies and local government bodies of concepts, strategy and programs of social and economic development.
