About foreign persons

1. This Law governs the relations connected with entry into the Republic of Armenia, stay and accommodation in the territory of the Republic of Armenia, transit through the territory of the Republic of Armenia, departure from the Republic of Armenia of foreign persons, and also other relations connected with foreign persons.
2. Operation of this Law extends to foreign persons and members of their families arriving to the Republic of Armenia or staying in the Republic of Armenia for the purpose of work in diplomatic representations, consular establishments of foreign states in the Republic of Armenia and also in the foreign organizations or their representations in the Republic of Armenia so far as the features of the relations connected with the last are not established by international treaties of the Republic of Armenia.
3. This Law does not extend to the relations connected with the bases of provision or refusal in provision to the foreign person asking shelter in the Republic of Armenia, losses of these bases by it.
This Law the concept "foreign persons" includes persons who are not considered as citizens of the Republic of Armenia who have nationality of other state (foreign citizens) or have no nationality of any state (stateless person).
In this Law the following concepts are used:
the passport or the road document (further - the passport) - the road identity document recognized at the international level issued by foreign state or the international organization and granting the right to cross frontier;
the certificate or the entry visa (further - the entry visa) - permission of the state body authorized by the Government of the Republic of Armenia, the right to entry into the Republic of Armenia, transit granting to the foreign person through the territory of the Republic of Armenia, stay in the Republic of Armenia and departure from the Republic of Armenia, with indication of in it the purposes, conditions and terms;
the temporary status of stay - the permission of the state body authorized by the Government of the Republic of Armenia granting the right to the foreign person to live certain time for the territories of the Republic of Armenia;
the permanent status of stay - the permission of the state body authorized by the Government of the Republic of Armenia granting the right to the foreign person constantly to live in the territory of the Republic of Armenia;
the special status of stay - the permission of the Prime Minister of the Republic of Armenia granting the right to the foreign person to live in the territory of the Republic of Armenia in terms of validity of the document certifying this status;
the work permit - the electronic confirmation brought in single electronic platform by the state authorized body in the sphere of migration which allows the foreigner to receive the temporary residence permit and to work in the Republic of Armenia;
the State of origin - the state which citizen person, or the state in which the person without citizenship or person who nationality cannot be confirmed lives is considered;
the invitation or the petition (further - permission) - the document which is the basis for entrance and stay of the foreign person in the territory of the Republic of Armenia with indication of in it the purposes and terms;
deportation - forced removal of the foreigner from the Republic of Armenia competent state body in the cases provided by this Law;
collective deportation - expulsion of the group consisting at least of two foreign persons on the decision made based on objective and reasonable consideration without personal data and special provision of each member of group;
carrier - the organization performing the international passenger transportations by land and air carriage;
the attendant - the head of group of foreign persons aged up to 18 years arriving to the Republic of Armenia for participation in cultural, sporting, youth events or for the purpose of group tourism;
the accepting organization - state body or local self-government of the Republic of Armenia, the legal entity registered in the Republic of Armenia, organizing cultural, sporting, youth events or tourist tours with participation of foreign persons aged to 18 years;
single electronic platform - the electronic platform, the stipulated in Article 22.1 presents of the Law using which the work permit is issued through it are entered or loaded data on the foreign workers getting the work permit or exempted from the work permit, according to the procedure, established by this Law and the order of the Government of the Republic of Armenia, and also communication between state bodies, employers and foreigners is performed.
1. The relations connected with the status of foreign persons in the Republic of Armenia are regulated by the Constitution of the Republic of Armenia, international treaties of the Republic of Armenia, this Law, other legal acts.
2. If the international treaties ratified by the Republic of Armenia establish other regulations, than those which are provided by this Law then are applied regulations of international treaties.
1. Foreign persons have in the Republic of Armenia the rights, freedoms and obligations on an equal basis with citizens of the Republic of Armenia if the Constitution of the Republic of Armenia, by the laws and international treaties of the Republic of Armenia does not provide other.
2. In the Republic of Armenia foreign persons shall respect the Constitution and the laws, other legal acts, national customs and traditions of the Republic of Armenia.
3. Foreign persons bear in the Republic of Armenia responsibility on an equal basis with citizens of the Republic of Armenia except as specified, provided by international treaties of the Republic of Armenia.
1. Foreign persons drive to the Republic of Armenia through Items of crossing of Frontier based on the valid passport, the entry visa or the document certifying the status of stay, and in case of permission of the state body authorized by the Government of the Republic of Armenia exercising border control if this Law or international treaties of the Republic of Armenia does not provide other procedure.
2. Foreign persons aged up to 18 years can drive to the Republic of Armenia together with the parents, with one of parents, other legal representative or the accompanying person or separately if they arrive to the Republic of Armenia to the parents, one of parents, other legal representative or to the accepting organization.
