About the Office of Council of Ministers of the Republic of Belarus

In pursuance of part two of article 39 of the Law of the Republic of Belarus of July 23, 2008 "About Council of Ministers of the Republic of Belarus" the Council of Ministers of the Republic of Belarus DECIDES: No. 424-Z

1. Approve Regulations on the Office of Council of Ministers of the Republic of Belarus it (is applied).

2. Declare invalid Item 1 of the resolution of Council of Ministers of the Republic of Belarus of November 30, 2001 No. 1729 "About the Office of Council of Ministers of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2002, No. 2, 5/9632).

Regulations on the Office of Council of Ministers of the Republic of Belarus

1. The office of Council of Ministers of the Republic of Belarus (further – the Device) is the state body performing functions of the organization and control of execution of the decisions made by the Government of the Republic of Belarus.

2. In the activities the Device is guided by the Constitution of the Republic of Belarus, the laws, acts of the President of the Republic of Belarus, Regulations of Council of Ministers of the Republic of Belarus, this Provision, other acts of the legislation, protocols of meetings (meetings) with the Prime Minister of the Republic of Belarus and his deputies, instructions and orders of the Prime Minister of the Republic of Belarus and his deputies.

3. The main objectives of the Device are:

3.1. the organization of timely and high-quality preparation of drafts of resolutions of Council of Ministers of the Republic of Belarus, orders of the Prime Minister of the Republic of Belarus, acts of the President of the Republic of Belarus, the laws, other documents sent by the Prime Minister of the Republic of Belarus and his deputies to the President of the Republic of Belarus, National assembly of the Republic of Belarus, other state bodies and the organizations of the Republic of Belarus, foreign states and citizens in the international organizations and in interstate educations;

3.2. the organization and control of execution of orders and acts of the President of the Republic of Belarus, the laws within competence of Council of Ministers of the Republic of Belarus;

3.3. the organization and control of execution of resolutions of Council of Ministers of the Republic of Belarus, orders of the Prime Minister of the Republic of Belarus, instructions and orders of the Prime Minister of the Republic of Belarus and his deputies made by the Government of the Republic of Belarus of other decisions and also preparation of offers on consideration of the questions connected with ensuring accomplishment of these decisions;

3.4. organizational, information, expert and analytical, legal and other support of activities of Council of Ministers of the Republic of Belarus.

4. The following functions are assigned to the Device:

4.1. carrying out the analysis and development of offers for the purpose of effective implementation by Council of Ministers of the Republic of Belarus of the powers which are within its competence of economic, financial spheres, in spheres of scientific, scientific and technical and innovative activities, intellectual property, education, culture, mass information, physical culture, sport and tourism, in the fields of health care, work, labor protection, social protection, ensuring demographic safety, environmental protection, law enforcement, law and order, homeland security and defense capability of the state, in the field of domestic and foreign policy of the Republic of Belarus, personnel policy, and also other powers assigned to the Government of the Republic of Belarus by the Constitution of the Republic of Belarus, the laws and acts of the President of the Republic of Belarus;

4.1-1. ensuring preparation for consideration in Council of Ministers of the Republic of Belarus of the made offers, drafts of legal acts, other documents;

4.2. the organization in accordance with the established procedure control of execution of acts and orders of the President of the Republic of Belarus, the laws within competence of Council of Ministers of the Republic of Belarus, informing the Prime Minister of the Republic of Belarus and his deputies on the course and results of accomplishment of these legal acts and orders at the scheduled time, and also if necessary preparation of offers on consideration of the questions connected with ensuring their accomplishment;

4.3. providing within competence of preparation, registration, acceptance and publication of legal acts according to acts of the legislation;

4.4. the organization of timely and high-quality preparation and participation for orders of the Prime Minister of the Republic of Belarus and his deputies in preparation of drafts of resolutions of Council of Ministers of the Republic of Belarus, orders of the Prime Minister of the Republic of Belarus, acts of the President of the Republic of Belarus, the laws, other documents sent by the Prime Minister of the Republic of Belarus and his deputies to the President of the Republic of Belarus, National assembly of the Republic of Belarus, other state bodies and the organizations of the Republic of Belarus, foreign states and citizens in the international organizations and in interstate educations;

4.5. implementation of obligatory legal examination of the drafts of resolutions of Council of Ministers of the Republic of Belarus having normative nature;

4.6. in accordance with the established procedure the organization and control of execution of resolutions of Council of Ministers of the Republic of Belarus, orders of the Prime Minister of the Republic of Belarus, instructions and orders of the Prime Minister of the Republic of Belarus and his deputies made by the Government of the Republic of Belarus of other decisions including the republican state bodies and other organizations subordinated to Council of Ministers of the Republic of Belarus (further – the state organizations), the local executive and administrative organs, the organizations subordinated to the state organizations, local executive and administrative organs or which are part of the state organizations, informing the specified officials on the course, results of accomplishment of these decisions and preparation of necessary offers following the results of checks;

4.7. participation in accordance with the established procedure in monitoring of the state, industry and regional development programs for the purpose of representation to the Prime Minister of the Republic of Belarus and to his deputies of reliable information about the state of affairs in each organization participating in implementation of the appropriate program, especially concerning availability and accomplishment of indicators of business plans of their development, actions for investment attraction, implementation of innovative projects, wages increase, achievement of positive results of foreign economic activity;
