About general conscription of citizens of the Kyrgyz Republic, about military and alternative services

This Law governs the public relations concerning conscription, military and alternative services for the purpose of realization by citizens of the Kyrgyz Republic of the constitutional debt and obligation on protection of the Fatherland.

Protection of the Fatherland - holy duty and obligation of citizens of the Kyrgyz Republic.

Chapter 1 General provisions

Article 1. The basic concepts used in this Law

In this Law the following basic concepts are used:

alternative service - the type of service provided to citizens of the Kyrgyz Republic instead of compulsory military service taking into account their religious beliefs, the state of health, marital status or desire to perform socially useful works;

general conscription - the constitutional debt and obligation of citizens of the Kyrgyz Republic on protection of the Fatherland;

military service - special type of public service on accomplishment by citizens of general conscription in Armed Forces, other military forming and state bodies of the Kyrgyz Republic in which the law provides military service;

military service under the contract - the military service based on voluntary execution by citizens of obligation on protection of the Fatherland;

Armed forces of the Kyrgyz Republic - the state military organization intended for accomplishment of the tasks determined by the Law of the Kyrgyz Republic "About defense and Armed Forces of the Kyrgyz Republic";

military charges - the events held in Armed Forces and other military forming of the Kyrgyz Republic on military preparation, enhancement of military knowledge and skills of the military personnel, and also persons liable for call-up with their appeal in military units for the purpose of increase in combat and mobilization readiness or for the purpose of check;

military accounting - system of accounting and the analysis of persons liable for call-up, draft and mobilization resources;

cadets are the military personnel of soldier's and sergeant structures studying in teaching departments (centers), the highest military educational institutions;

actions at the call of on military service - the direction and receipt of the agenda, challenge of district (city) military commissariat, passing of the commission at the call of, obligatory medical examination, forming of military teams for completing of bodies in assembly points, sending to bodies of Armed Forces, other military forming and state bodies in which the law provides military service;

mobilization resource - persons liable for call-up and the equipment of business entities staying on the military registry, planned for completing of Armed Forces of the Kyrgyz Republic for wartime;

the job specification at the call of on compulsory military service - the number of the recruits who are subject to appeal on compulsory military service, determined according to need of Armed Forces, other military forming and state bodies of the Kyrgyz Republic in which the law provides military service;

not persons liable for call-up are the citizens recognized by the military-medical commission, the draft commission or the commission on primary statement on military accounting unusable to military service with exception from military accounting;

socially useful work - accomplishment by the employee of alternative service in time of free work, free from the main work or study, for benefit of society and the state which type is determined by executive bodies of local self-government in coordination with local authorities of military management;

delay - transfer for later term of appeal of citizens on military and alternative services on the bases provided by this Law;

resignation - dismissal of the military personnel from military service without transfer to inventory;

appeal - the involvement of citizens to accomplishment of conscription established by this Law;

stay in inventory - execution by persons liable for call-up of the obligations connected with military accounting;

the draft commission - the commission created for appeal of citizens on military and alternative services;

recruits are the male citizens aged from eighteen up to twenty five years who are staying on the military registry in district (city) military commissariats, subject to appeal on urgent military and alternative services;

the assembly point - Item of forming and sending teams from among the citizens who are called up for military service (including in case of mobilization) in Armed Forces, other military forming and state bodies of the Kyrgyz Republic in which the law provides military service;

listeners are military personnel of officers, students in teaching departments (centers), the highest military educational institutions;

compulsory military service - the military service of citizens founded on their obligatory appeal in the Armed Armed Forces, other military forming and state bodies of the Kyrgyz Republic in which the law provides military service, according to the procedure, determined by this Law;

Article 2. Legal basis of general conscription

Article 3. Military service

1. Military service - the special type of public service directed to accomplishment by citizens of conscription in Armed Forces, other military forming and state bodies of the Kyrgyz Republic in which the law provides military service.

The women, citizens of the Kyrgyz Republic aged from nineteen up to forty years having medical or other special preparation can be taken in peace time on military accounting, and also are accepted in voluntary procedure on military service.

2. The military service includes:

military service;

military service under the contract.

Treat military service:

compulsory military service;

service of the officers called according to the paragraph third article 20 of this Law;

service in case of the announcement of mobilization in wartime;

service when passing military charges, including when training in objects of military preparation in the program of reserve officers.

Under the contract treat military service:

service in reserve forming;

service in voluntary procedure on positions of soldier's, sergeant structures, ensigns and officers;

service on voluntary basis in reserve forming, groups, and also other military forming;

training of cadets and listeners in military educational institutions.

3. The military personnel takes Military oath of allegiance to the people of the Kyrgyz Republic.

The persons liable for call-up who were earlier not taking the Military oath accept it in case of appeal on military charges.

4. Delay or release from military service according to the procedure, determined by this Law can be granted to citizens.

Article 4. Lists of the military personnel. Terms of period of service in military ranks of officers

1. Military personnel and persons liable for call-up are subdivided into the following structures:

soldiers;

sergeants;

2. In Armed Forces, other military forming and state bodies of the Kyrgyz Republic in which the law provides military service the following military ranks are established:

ensigns - the ensign, the senior warrant officer;

officers:

- junior officers - the second lieutenant, the lieutenant, the senior lieutenant, the captain;

- the senior officers - the major, the lieutenant colonel, the colonel;

- the highest officers - the major general, the lieutenant general, the colonel general, the general.

3. For the officers who are in the military service, terms of period of service in military ranks of officers are established:
