1. Approve the enclosed Technical regulation "Requirements to Safety of Pipelines of Vapour and Hot Water".
2. This resolution becomes effective after six months from the date of the first official publication.

1. This Technical regulation "Requirements to Safety of Pipelines of Vapour and Hot Water" (further - the Technical regulation) establishes requirements to designing, design, materials, production, installation, repair and operation of the pipelines transporting water vapor with the working pressure of more 0,07 of MPa (0,7 of kgf/cm 2) or hot water with temperature over 115 islands.
2. This Technical regulation does not extend on:
1) the pipelines located within copper;
2) the vessels which are logging in pipelines and being their integral part (water separators, gryazevik, etc.);
3) the pipelines established on inland waterways;
4) category pipelines I with outer diameter less than 51 mm and category pipelines II, III and IV with outer diameter less than 76 mm;
5) the drain, blowing-off and exhaust pipelines of coppers, pipelines, vessels, reduktsionno-cooling and other devices connected to the atmosphere;
6) pipelines of nuclear power plants and installations;
7) pipelines of special installations of military department;
8) the pipelines manufactured of nonmetallic materials. This technical regulation considers possibility of manifestation of dangerous characteristics (properties) at stages of lifecycle of pipelines of vapor and hot water.
3. Identification of pipelines of vapor and hot water is made by use of codes of the Commodity nomenclature of external economic activity of the Republic of Kazakhstan (further - the Commodity Nomenclature of Foreign Economic Activity of RK), on marking and accompanying documents, on signs, parameters, indicators and requirements which are in total sufficient for recognition.
4. All pipelines to which action of this Technical regulation extends are divided into four categories, according to appendix 1 to this Technical regulation.
5. In this Technical regulation the following terms and determinations are used:
1) assembly unit - product which components are subject to connection among themselves at manufacturer using assembly transactions (welding, screwing together, flaring, etc.);
2) detail - the product made of material, homogeneous on the name, without application of assembly transactions;
3) semifinished product - the object of the labor which is subject to further processing in the organizations consumers;
4) product - unit of industrial output which quantity can be estimated in pieces or copies;
5) shaped part - the detail or assembly unit of the pipeline or pipe system providing change of the direction, merge or division, expansion or narrowing of flow of working environment;
6) knee - the shaped part providing change of the direction of flow of working environment on corner from 15 to 180;
7) perished - the knee made using deformation of bend of pipe;
8) shtamposvarny knee - the knee made of pipes or leaf with use of stamping and welding;
9) stamped knee - the knee made of pipe by stamping without welding application;
10) sector knee - the knee made of the sectors welded among themselves executed from leaf, seamless or welded pipes;
11) the settlement thickness of wall - the wall thickness theoretically necessary for ensuring durability of detail in case of impact of internal or outside pressure;
12) the nominal thickness of wall - the wall thickness intended for the choice of semifinished product or procurement and characterizing the detail sizes in general i.e. out of communication with any specific site of detail;
13) the actual thickness of wall - the wall thickness measured on the specific site of detail determining operation parameters in case of production or in operation;
14) settlement pressure - the maximum excessive pressure in settlement detail on which calculation on durability in case of reasons for the main sizes providing reliable operation during settlement resource is made;
15) working pressure in pipeline element - the maximum excessive pressure on entrance to element determined by the working pressure of the pipeline taking into account resistance and hydrostatic pressure;
16) the permitted pressure - the most admissible excessive pressure in the pipeline or its shaped detail established by results of engineering certification or control calculation on durability;
17) conditional pressure - the working pressure of the circle in armature and details of pipelines with which their long operation is provided at temperature of 20;
18) trial pressure - the excessive pressure with which hydraulic testing of the pipeline or its shaped part (detail) for durability and density shall be made;
19) the settlement temperature of wall - temperature of metal of detail on which the size of the allowed tension when calculating thickness of wall is chosen;
20) the settlement temperature of the circle - the maximum temperature is couple or hot water in the pipeline or its shaped detail;
Limiting 21) wall temperature - the maximum temperature of wall of detail of the pipeline;
22) the settlement temperature of outside air - average daily air temperature in this area for the coldest five-day week of year;
23) settlement resource of operation - duration of operation of the pipeline in hours during which the manufacturer guarantees reliability of its work in case of observance of the set parameters and the mode of operation specified in the instruction of manufacturer;
24) settlement service life - service life in calendar years from the date of commissioning after which it is necessary to conduct expert examination of technical condition of the pipeline, for the purpose of determination of admissibility, parameters and conditions of further operation of the pipeline or need of its dismantle;
25) technical diagnosing - determination of technical condition of object;
26) expert technical diagnosing - the technical diagnosing of the pipeline which is carried out after settlement service life of the pipeline (irrespective of exhaustion of settlement resource of safe work), and also after accident or the found damages for the purpose of determination of opportunity, parameters and conditions of further operation;
27) the owner of the pipeline - person on whose balance there is pipeline;
28) the regulating documentation (further - ND) - the documents establishing regulations, rules, characteristics, the principles concerning different types of activities for standardization or its results;
29) technological documentation (further - PTD) technology instructions and cards of engineering procedure;
30) the certificate of conformity - the document issued according to rules of certification of products and specifying that products conform to requirements of this Technical regulation, and also the specific standard or other regulating document;
31) conditional pass (D_y) - the parameter accepted for pipeline systems as the characteristic of the attached parts. The D_y parameter has no unit of measure and is approximately equal to the internal diameter of the attached pipeline expressed in mm, rounded to the next size from standard row.
6. Marking of mark of conformity shall be applied on pipelines of vapor and hot water which compliance is confirmed according to the procedure, established by this Technical regulation.
Information for the acquirer shall be specified in accompanying technical documentation. Accompanying technical documentation shall be executed on state and Russian and to include:
maintenance instruction;
copies of certificates of conformity;
the passport containing the information about the manufacturer, date of its production and its identification number, the main specifications and characteristics, data on safety devices and the appointed equipment service life.
Shall be attached to the passport:
drawings of the equipment with indication of the main sizes;
calculation on durability of elements of pipelines.
7. Designing of pipelines of vapor and hot water shall be made according to this Technical regulation and construction regulations and rules the specialized organizations having the corresponding license for implementation of this type of activity.
8. Calculations of pipelines on durability taking into account all loading factors (pressure, weight, temperature expansion, etc.) shall be made on the approved regulations.
9. Based on these calculations the specialized organization establishes settlement service life for pipelines of all categories, and also settlement resource for pipelines I and II of categories. For all other pipelines the settlement number of start-up from cold condition shall be determined. The established settlement characteristics shall be introduced in passports of pipelines.
10. Pipelines shall be designed so that there was possibility of accomplishment of all types of control required by this Technical regulation.
11. All changes in the project, need for which can arise in the course of production, installation, repair and operation of the pipeline, shall be approved with the specialized organization - developer of the project.
12. Connection of details and elements of pipelines shall be made by welding.
13. Application of flange connections can be allowed only for connection of pipelines to armature and the details of the equipment having flanges.
14. Threaded connections are allowed for connection of pig-iron fittings on category pipelines IV with conditional pass no more than 100 mm.
15. The Troynikovy connections produced from pipes with longitudinal seam are allowed to be applied to category pipelines III and IV; at the same time quality check of all welded connections shall be executed by radiography or ultrasonic method (further - UZK).
16. Pipelines and the bearing metal designs shall have reliable protection against corrosion.
17. All elements of pipelines with temperature of outside surface of wall are higher 55o, located in places, available to service personnel, shall be covered with thermal isolation which temperature of outside surface shall not exceed 55 ° C.
18. On category pipelines I in the locations of welded connections and points of measurement of creep of metal rental sites of isolation shall be established.
19. Vvark of unions, drain tubes, lugs and other details in welded seams, and also in bend of pipelines I and II of category is not allowed.
20. The design of curvilinear elements of pipelines of vapor and hot water shall correspond to the regulating documentation approved in accordance with the established procedure by authorized body in the field of technical regulation.
21. Shtamposvarnye of knee is allowed to be applied with one or two longitudinal welded seams of diametrical arrangement on condition of monitoring procedure by radiography or UZK on all length of seams.
22. Welded sector knee it is allowed to apply to category pipelines III and IV. The corner of the sector shall not exceed 30 lakes. The distance between the next welded seams on inside of knee shall provide possibility of control of these seams on both sides on outside surface. Spiralnoshovny pipes are not applied to production of sector knees of thermal networks.
23. Knee wall thickness on any its site shall not be less values established by calculation on durability of technical nature.
