About some questions of activities in the field of forestry

For the purpose of expansion of the rights of producers of forest product and creation of additional terms for growth in volumes of its realization in the internal and external markets I decide:

1. Approve the enclosed Rules of realization of wood in the domestic market of the Republic of Belarus in 2009.

2. Bring in the Presidential decree of the Republic of Belarus of May 7, 2007 No. 214 "About some measures for enhancement of activities in the field of forestry" (The national register of legal acts of the Republic of Belarus, 2007, No. 118, 1/8576; 2008, No. 251, 1/10128) following changes and amendments:

2.1. exclude Item 5;

2.2. in Item 11:

state subitem 11.1 in the following edition:

"11.1. when forming the republican budget for the next financial (budget) year to provide means for financing of the expenses on forest management connected with increase in productivity of the woods including expenses on their protection, protection, reproduction, accomplishment of complex of forestry and landscape actions and technical retrofitting;";

to exclude the interlinear note to subitem 11.1;

2.3. ceased to be valid according to the Presidential decree of the Republic of Belarus of 31.05.2017 No. 197

2.4. in Item 6 of the Rules of realization of wood in the domestic market of the Republic of Belarus approved by this Decree:

shall be replaced with words the words "The Legal Entities Conducting Forestry" "The legal entities conducting forestry *";

add Item with the interlinear note of the following content:

* The legal entities conducting forestry in these rules are understood as the organizations determined in part one of Article 21 of the Forest code of the Republic of Belarus.".

3. Suspend till January 1, 2010:

The rules of realization of wood in the domestic market of the Republic of Belarus approved by the called Decree.

Grant to Council of Ministers of the Republic of Belarus the right to establish for 2009 rules and conditions of foreign trade (regarding export) forest products according to appendix, including to introduce the mandatory requirement about realization for export of the specified forest products by the export and production republican unitary enterprise "Belleseksport", the republican production and trade unitary enterprise "Belarustorg", the trade republican unitary enterprise "Bellesbumpromeksport".

5. To impose control over the implementation of this Decree on Council of Ministers of the Republic of Belarus.

6. This Decree becomes effective since January 1, 2009 and its action does not extend to the relations which arose before entry into force of this Decree.

Rules of realization of wood in the domestic market of the Republic of Belarus in 2009

Chapter 1. General provisions

1. These rules determine procedure for realization of wood on root and in the prepared type in the domestic market of the Republic of Belarus in 2009.

2. In these rules the following terms and their determinations are applied:

business wood in the prepared type - wood in the prepared type, except firewood;

wood in the prepared type - round wood in the form of assortments and wood switches;

wood on root - the wood which is taken away to the cabin and subject to procurement in accordance with the established procedure;

wood switch - the trunk of the tumbled-down tree cleared of boughs without the radical part and top separated it;

firewood in the prepared type - round assortments which on the quality can be used only as fuel;

poles - business wood in the prepared type, thin assortments 3-5 centimeters thick for coniferous and 3-7 centimeters for deciduous breeds of wood for use in round type in construction, agricultural industry and the industry;

round wood - the forest products received by cross division of the tumbled-down trees, switches and (or) from their parts;

assortment - forest product of the established appointment. All round wood according to the technical regulatory legal acts operating in the territory of the Republic of Belarus depending on forest product grade fall under this determination from the moment of buck (cross division) of wood switch.

3. Names of implementable round wood in the form of assortments shall correspond to the names established in the technical regulatory legal acts operating in the territory of the Republic of Belarus.

4. The realization of wood on root is enabled:

at the exchange biddings of "Belarusian Universal Commodity Exchange" open joint stock company;

at taksovy cost.

The realization of wood in the prepared type is enabled:

at the exchange biddings;
